Public-private partnership in the mineral resources sector of Russia: how to implement the classical model?

A comparative financial and economic analysis is conducted of different public-private partnership (PPP) models for industrial infrastructure construction projects in an underdeveloped resource-rich region. The Stackelberg game theory-based model is used to build a parametrized family of bilevel mathematical programming models that describe an entire spectrum of partnership schemes. This approach enables a comparison of different strategies for the distribution of infrastructure investments between the government and the subsoil user and hence a scenario of transformation of Russia’s current PPP scheme into the classical partnership model, which is practiced in developed economies. To this end, a database is created on fifty polymetallic deposits in Transbaikalia, and a comparative analysis is conducted of Stackelberg-equilibrium development programs that implement different PPP models. The numerical experiment results show the classical PPP model to be most effective in the case of a budget deficit. The analysis helps assess the economic consequences of a gradual transformation of the partnership institution in industrial infrastructure construction from investor support in the Russian model to government support in the classical scheme. Intermediate partnership models, which act as a transitional institution, help reduce the budget burden. These models can be implemented by clustering the deposits, developing subsoil user consortia, and practicing shared construction of necessary transport and energy infrastructure. The intensification of horizontal connections between subsoil users creates favorable conditions for additional effects from the consolidation of resources and can serve as a foundation for a practical partnership scheme within the framework of the classical model.

Analysing the problems of reproducing the mineral resource base of scarce strategic minerals

The results of studying the scarcity of strategic minerals in the Russian Federation are presented, domestic consumption of which is largely provided by forced imports and/or stored reserves. Relevance of the work is due to aggravation of the geopolitical situation and a growing necessity to meet the demand of national economy for raw materials from own sources. Analysis of the state of mineral resource base of scarce minerals in the Russian Federation was accomplished, problems were identified and prospects for its development were outlined taking into account the domestic demand for scarce minerals, their application areas and the main consumers. Reducing the deficit through the import of foreign raw materials and the development of foreign deposits does not ensure the reproduction of the domestic mineral resource base, independence of the country from imported raw materials as well as additional competitive advantages, economic stability and security. It was ascertained that a major factor holding back the development of the mineral resource base is insufficient implementation of new technological solutions for the use of low-quality ore. Improving the technologies in the industry is relevant for all types of scarce minerals to solve the problem of reproducing their resource base. Taking into account the prospects for the development of the resource base for the minerals under consideration (manganese, uranium, chromium, fluorspar, zirconium, titanium, graphite) requires a set of legal and economic measures aimed at increasing the investment attractiveness of geological exploration for subsoil users at their own expense without attracting public funding. The proposed measures, taking into account the analysis of positive experience of foreign countries, include the development of junior businesses with expansion of the “declarative” principle, the venture capital market, various tax incentives, preferential loans as well as conditions for the development of infrastructure in remote regions. The proposed solution to the problem of scarcity of strategic minerals will make it possible in future to present measures to eliminate the scarcity of certain types of strategic minerals taking into account their specificity.

Assessment of the ecological state of aquatic ecosystems by studying lake bottom sediments

The article presents the results of coupled palynological and geochemical studies of five various genesis lakes, located along the route of the expedition “In the footsteps of Alexander von Humboldt in Siberia, Altai and Eastern Kazakhstan”, dedicated to the double anniversary: the 190th anniversary of the expedition across Russia of the famous scientist and his 250th birthday. A geochemical analysis of water and bottom sediments of Ik Lake (Siberia), Lakes Kolyvanskoe and Beloe (Altai), Lake Bezymyannoe (Kazakhstan) and Nagornyi Pond (Altai) was carried out. Based on their results an assessment of studied lakes ecological state was given through single and integral criteria. A high level of pollution was noted for Nagornyi Pond and Lake Bezymyannoe, which is caused by a significant technogenic load from nearby mines. This is consistent with the data of palynological research. The aquatic ecosystems of Lakes Kolyvanskoe and Beloe are characterized by a satisfactory ecological situation, but they experience an increased recreational load. The results of spore-pollen analysis and analysis of non-pollen palynomorphs showed the low ability of these lakes to self-healing. The most favorable ecological state and high self-cleaning capacity were noted for Lake Ik, which is consistent with the data of palynological studies. It is being confirmed with the results of palynological studies. It was therefore concluded about the ability to make a quick assessment of the aquatic ecosystems’ ecological state by studying lakes using coupled palynological and geochemical analysis.

Lightweight ash-based concrete production as a promising way of technogenic product utilization (on the example of sewage treatment waste)

The study is devoted to the development of a method for the technogenic raw materials utilization. Special attention is paid to the prospect of involving products based on them in the production of new building materials. The results of Russian and foreign studies on the reuse of wastes, such as phosphogypsum, metallurgical slag, waste from municipal and industrial wastewater treatment, etc., in the building materials industry are considered. It has been established that the use of incinerated sewage sludge ash in construction is a promising direction in terms of environmental and economic efficiency. The research confirmed the compliance of the lightweight ash-based concrete components to the regulatory documentation requirements for a number of indicators. As a result of the research, the composition of the raw mixture for the lightweight concrete production with incinerated sewage sludge ash as a replacement for a part of the cement has been developed. In terms of parameters, the developed concrete corresponds to standard lightweight concrete, marked in accordance with the regulatory documents of the Russian Federation as D1300 (density not less than 1.3 g/cm3), Btb2 (flexural strength not less than 2 MPa), M200/B15 (compressive strength not less than 15 MPa). Lightweight ash-based concrete is suitable for use in construction, repair of roads and improvement of urban areas.

Assessment of the role of the state in the management of mineral resources

Mineral resources as natural capital can be transformed into human, social and physical capital that guarantees the sustainable development of a country, exclusively through professional public management. Public management of a country's mineral resource potential is seen as an element of transnational governance which provides for the use of laws, rules and regulations within the jurisdictional and sectoral capabilities of the state, minimising its involvement as a producer of minerals. The features of the ideology of economic liberalism, which polarises the societies of mineral-producing countries and denies the role of the state as a market participant, have been studied. The analysis of the influence of the radical new order of neoliberal world ideology on the development of the extractive sector and state regulation has been presented.

Results and prospects of geological mapping of the Arctic shelf of Russia

The results of compiling the sets of the State Geological Map at a scale of 1:1,000,000 for the Arctic continental shelf of Russia are analyzed. Results are summed up, and the main problems of geological mapping are outlined. The results of geological and geophysical studies of the Arctic Ocean are of great importance for deciphering the geological evolution. The Arctic shelf is the widest shelf in the world, while the spreading ocean basin is one of the narrowest and is characterized by anomalous structural features. The main problems of geological mapping include identification the sedimentary cover/folded basement boundary, interpretation the geodynamic evolution of the shelf and adjacent ocean, determining the rates of sedimentation and stratigraphic subdivision of the sedimentary cover due to a small number of key boreholes. It is promising to further study problem areas with unclear features of geological structure as well as small-scale mapping in areas of industrial development on the Arctic continental shelf.

Peculiarities of rare-metal mineralization and genetic relationship of mineral associations in the eastern rim of Murzinsko-Aduysky anticlinorium (the Ural Emerald Belt)

The paper presents features of the location and composition, as well as a generalization of data on the age of rare-metal mineralization developed at the deposits and occurrences of rare metals and gemstones in the eastern rim of Murzinsko-Aduysky anticlinorium, within the Ural Emerald Belt, which is a classic ore and mineralogical object and has been studied for almost two hundred years. With a significant number and variety of prospecting, research and scientific works devoted mainly to emerald-bearing mica complexes and beryl mineralization, as well as rare-metal pegmatites, scientific literature has so far lacked generalizations on the formation of numerous mineral associations and ore formations that represents a uniform genetic process in this ore district. The aim of the work is a comprehensive geological-mineralogical analysis of mineral associations of the eastern rim of Murzinsko-Aduysky anticlinorium and studying their age, formation conditions and characteristic features to determine the possibility of expanding and using the mineral resource base of the Urals through developing new prognostic and prospecting criteria for rare-metal and gemstone ore formations and creating the new devices for promising objects prospecting

Methodology for thermal desorption treatment of local soil pollution by oil products at the facilities of the mineral resource industry

The analysis of the main environmental consequences of leaks and local spills of petroleum products at the enterprises of the mineral resource complex is presented. It is established that the problem of soil contamination with petroleum products at the facilities of the mineral resource complex and enterprises of other industries is caused by significant volumes of consumption of the main types of oil products. Based on the results of the author's previous field research, a series of experiments was carried out, consisting in modeling artificial soil pollution with petroleum products such as gasoline, diesel fuel, highly refined oil, motor oil, and transmission oil, followed by their purification by heat treatment at temperatures of 150, 200, and 250 °C. The 250 °C limit of the heating temperature was set due to the need to partially preserve the structure and quality of the soil after heat treatment to preserve its fertility. When the processing temperature rises to 450 °C, all humates are completely burned out and, as a result, productivity is lost. Confirmation is provided by the results of experiments to determine the humus content in uncontaminated soil and soil treated at different temperatures. It was found that at a maximum processing temperature of 250 °C, about 50 % of the initial organic carbon content is preserved. According to the results of the conducted experimental studies, the dependences of the required processing temperature on the concentration of petroleum products to reduce the concentration of petroleum products to an acceptable level have been established. The methodology of thermal desorption cleaning of soils with varying degrees of contamination at enterprises of the mineral resource complex is presented.

Development of a methodology to assess the hydrocyclone process with account of the rheological properties of the mineral slurry

The paper studies the possibility of assessing the separation of mineral raw materials, taking into account the rheology of the mineral slurry. The ores of the Mayskoye deposit were chosen as the object of the study, characterized by a thin impregnation of the valuable component – gold in the host minerals, which determines the use of fine and ultrafine milling. This fact is essential because the presence of a fine grade seriously affects the rheology of the mineral slurry used in subsequent mineral processing stages. This predetermines the necessity to take into account rheological parameters. The research performed provides the development of a methodology for assessing the separation of minerals in the hydrocyclone based on the interpretation of numerical and mathematical modeling data. using the object-oriented programming language Python, a program for calculating empirical coefficients of the rheological equation, theoretically describing the dynamics of internal transformations of the mineral slurry, was developed. Taking into account the process parameters of the laboratory unit with hydrocyclone and ore properties, three concentrations of solids in the mineral slurry were selected, conditionally corresponding to the minimum, average and maximum values. Rheological equations successively composed for three concentrations, i.e., 400, 500, and 700 g/l, made it possible to calculate the critical shear rates corresponding to the maximum dispersion of the mineral slurry in the hydrocyclone flow. Subsequent numerical simulation using Ansys Fluent software, as well as statistical evaluation of the shear rates at different levels of solids content showed that the shear rate profile in the cross-section of the hydrocyclone corresponding to the maximum dispersion of the mineral slurry is obtained at the content of 400 g/l.

Dissolution kinetics of rare earth metal phosphates in carbonate solutions of alkali metals

Treatment of apatite raw materials is associated with the formation of large-tonnage waste – phosphogypsum. The content of rare earth metals in such waste reaches 1 %, which makes it possible to consider it a technogenic source for obtaining rare earth metals and their compounds. Up to the present moment, there are neither processing plants, nor an efficient process flow to handle phosphogypsum dumps. It is rational to use a way that involves extraction of valuable components and overall reduction of phosphogypsum dumps. Such process flow is available with carbonate conversion of phosphogypsum to alkali metal or ammonium sulfate and calcium carbonate upon the condition of associated extraction of rare earth metal (REM) compounds. Associated extraction of REM compounds becomes possible since they form strong and stable complexes with hard bases according to Pearson, which among other things include carbonate, phosphate and sulfate anions. Formation of lanthanide complexes with inorganic oxygen-containing anions is facilitated by the formation of high-energy Ln-O bonds. The study focuses on the dissolution of lanthanide phosphates in carbonate media. It was established that formation of REM carbonate complexes from their phosphates is a spontaneous endothermic process and that formation of lanthanide carbonates and hydroxides serves as thermodynamic limitation of dissolution. A shift in equilibrium towards the formation of carbonate complexes is achieved by increasing the temperature to 90-100 °C and providing an excess of carbonate. The limiting stage of REM phosphate dissolution in carbonate media is external diffusion. This is indicated by increasing rate of the process with an intensification of stirring, first order of the reaction and the value of activation energy for phosphate dissolution from 27 to 60 kJ/mol. A combination of physical and chemical parameters of the process allowed to develop an engineering solution for associated REM extraction during carbonate conversion of phosphogypsum, which included a 4-5 h conversion of phosphogypsum at temperature of 90-110 °C by an alkali metal or ammonium carbonate solution with a concentration of 2-3 mol/l. As a result, a solution with alkali metal (ammonium) sulfate is obtained, which contains REMs in the form of carbonate complexes and calcium carbonate. The rate of REM extraction into the solution reaches no less than 93 %. Rare earth metals are separated from the mother liquor by precipitation or sorption on anion exchange resins, while the excess of alkali metal or ammonium carbonate is returned to the start of the process.

Study on hydrometallurgical recovery of copper and rhenium in processing of substandard copper concentrates

Over the past decade, there has been a steady growth in demand for rare metals, with rhenium being one of the most highly demanded, but also one of the most expensive and difficult to obtain. The high demand for rhenium is due to its use as a key component of metallurgical alloys or as a component of catalysts used in the oil refining industry. The aggregate of facts causes profitability of processing of the rhenium-containing mineral resources, which also are the copper substandard concentrates obtained at processing of the Zhezkazgan sandstones. The study focuses on the processes of extraction of copper and sorption recovery of rhenium from solutions of ammonia leaching of copper substandard concentrates. Model solutions similar in the elemental composition to solutions of ammonia leaching solutions of copper substandard concentrates obtained during the processing of Zhezkazgan sandstones were used as an object of the study. The paper estimates extraction characteristics of copper recovery using LIX 84-I solution in kerosene, as well as sorption characteristics of the rhenium recovery process using the Purolite PPA100 anion exchanger. Based on the obtained characteristics the possibility of hydrometallurgical processing of ammonia leaching solutions of substandard copper-sulfide concentrates, and recovery of the obtained commercial products is shown.

A probabilistic approach to the dynamic cut-off grade assessment

Cut-off grade is an important conditioning parameter that determines the quantity and quality of recoverable reserves and development efficiency. Today, Russian mining companies operate with certified quality requirements. By setting permanent quality requirements, the government seeks to prevent depletion of reserves, reduced production during periods of falling prices, and decreased budget revenues, expressing the interests of all members of society. But to what extent do the permanent quality requirements protect the interests of the state? The answer to this question is ambiguous and does not lie on the surface. The State Commission for Reserves and domestic researchers are working to find a rational solution to the problem of quality requirements. One solution is dynamic quality requirements. The effectiveness of their application has been proven for individual mining companies, but it is incorrect to transfer these conclusions to the entire mineral resource base of the country. This article presents a new approach to determining the dynamic cut-off grade, which varies depending on the price of minerals. The dynamic cut-off grade is proposed to be determined based on the indicators of constant requirements to the quality of exploration work, using the maximum allowable costs in the region. The approach allows to calculate the effect of the introduction of dynamic cut-off grade in the practice of subsurface use for the state (in the form of the amount of taxes received) and for subsoil users (in the form of the amount of income). For a group of gold-bearing deposits with open-pit mining method, it was established that the development of reserves using dynamic values of the cut-off grade in periods of price changes ensures compliance with the interests of the state and subsoil users.

Increasing the efficiency of technological preparation for the production of the manufacture components equipment for the mineral resource complex

An increase of components production for the equipment intended for oil and gas production is a key factor for analyzing existing technological processes and searching for new technological solutions to improve the efficiency of the production process and the quality of components. The article presents a simulation model designed to determine the rational technological processing parameters for the production of the “Centralizer shell” part. The basis for optimizing the working cycle of a production line is synchronization based on the principle of proportionality, which involves equalizing the duration of all technological operations with the rhythm of the production line. Synchronization of technological operations on the production line is carried out by choosing rational cutting parameters for each technological transition (cutting speed, feedrate, number of working passes). The “Centralizer shell” part is made of titanium alloy VT16, which has high strength, corrosion resistance and ductility. For the part under consideration, the permissible values ​​of the cutting parameters were determined based on the calculation of the total processing error, as well as the frequency of replacement of the worn cutting tool. The simulation model described in the article made it possible to increase the efficiency of the production process due to the synchronization of technological operations and the search for rational technological parameters, as well as to improve the manufacturing quality of the “Centralizer shell” part by analyzing the processing error at various parameters of the technological process.

Analysis of the screw press mouthpiece parameters for 3D extrusion of peat pieces of tubular type

The results of theoretical and experimental studies on the creation of a screw press composite mouthpiece screw press for 3D-forming of peat pieces of a tubular type in the field for intensifying the process of field drying of material in a complex mechanized pit are presented. The main purpose of the study was to substantiate the geometric and design parameters of the screw press composite mouthpiece of the spread machine for the production of peat-agglomerated products of the tubular type. The parameters of the mouthpiece are selected based on the geometric characteristics of the peat pieces. An increase in moisture loss during drying of peat-agglomerated products is provided by forming a peat piece in the form of a thick-walled pipe made of a peat raw materials composed of low and high decomposition degrees in a ratio of 1:3. Additive production of polymer-fiber peat composites by extrusion allows to produce products with improved mechanical properties in comparison with non-reinforced raw materials. The vertical arrangement of the peat tubular piece on the drying field allows to increase the loading of the field area by 10 %, increase the convective heat supply to the piece and reduce the contact coefficient of the piece with the field by three times in comparison with the peat spreading of the pieces in the form of a horizontal tape. Based on the analysis of the shape and size of the agglomerated products, the design of a screw press composite mouthpiece consisting of two conditional molding zones of various configurations has been developed. The article presents a parametric analysis of the volumetric productivity of a screw press with a composite mouthpiece of a tubular type, the energy intensity of mechanical processing is determined, the degree of mechanical processing of peat raw materials is estimated with the optimization of the screw parameters for the production of agglomerated products of a tubular type.

Study of the technogenesis of the Degtyarsky mine by audio-magnetotelluric express sounding

The audio-magnetotelluric express sounding was performed at four sections crossing the mine field of the currently not functioning Degtyarsky mine. Field measurements were carried out by a universal broadband receiver “OMAR-2m” with active electromagnetic field sensors developed at the Institute of Geophysics UB RAS. Based on the obtained data, deep sections of the electrophysical parameters of the medium – apparent resistivity and effective longitudinal conductivity – are drawn. The nature of the geoelectric structure of the section allows mapping of the major lithochemical contamination plume and identifying the tectonic disturbance zones that drain aggressive mine waters. The mine waters of the Degtyarsky mine are a source of dangerous technogenic pollution. Despite the neutralization of surface runoff, underground routes of acidic water migration occur along tectonic cracks, primarily in the zone of the regional Serovsko-Mauksky fault. Tectonic zones in the mine area contain contaminated fissure-vein water, which is transited at a depth of 70 to over 200 m. Discharging ascending springs of such waters can be located at a great distance from controlled hydrological objects and pollute sources of drinking and household water supply. Urban development in the western and eastern parts of Degtyarsk does not fall within the distribution zone of polluted water. The southern part of the city is located beyond the watershed of the mine water flow area, but a danger of local contamination by tectonic disturbance zones remains possible. The worst environmental situation is observed in the northern outskirts of Degtyarsk, which falls into the area of heavy pollution of underground and surface waters. Besides, acidic fumes from the flooded Kolchedanny quarry can affect the health of city residents when emitted to the atmosphere.

Determination of Optimal Fluorine Leaching Parameters from the Coal Part of the Waste Lining of Dismantled Electrolytic Cells for Aluminum Production

When aluminum is obtained by electrolysis of cryolite-alumina melts when the baths are sent for capital repairs, a solid technogenic product is formed – waste lining of electrolytic cells (WLEC). The volume of formation of WLEC is 30-50 kg per 1 ton of aluminum. Currently, it is mainly stored at landfills near industrial enterprises, causing harm to the environment. However, this technogenic raw material contains valuable components (fluorine, aluminum, sodium) that can be extracted to produce fluoride salts, which are in demand during the electrolytic production of aluminum. The objects of research were samples of the coal part of the waste lining of dismantled S-8BM (E) type electrolytic cells of «RUSAL Krasnoyarsk» JSC (Krasnoyarsk) of RUSAL company. According to the X-ray experiment diffraction analysis (using a Bruker D8 ADVANCE diffractometer) of the phase composition of the samples, it was found that the main fluorine-containing compounds are cryolite, chiolite, sodium and calcium fluorides. The total fluorine content in the studied samples averaged 13.1 %. We conducted studies on the leaching of fluorine from WLEC with a solution of caustic alkali (NaOH concentration – 17.5 g/dm 3 ). The process was carried out in a mechanically agitated reactor using a BIOSAN MM-1000 top drive laboratory stirrer with a two-blade nozzle. By the method of mathematical planning of a three-factor experiment, the mutual influence of three leaching conditions on the optimization parameter was established – the extraction of fluorine in solution (in percent). The maximum recovery of fluorine from WLEC to the leach solution averaged 86.4 % and was achieved with the following indicators:processtemperature–95 ° C, the ratio ofliquidtosolidphase–9:1,duration– 210 min.

Strategic approach to assessing economic sustainability objects of mineral resources sector of Russia

The article gives a new definition of economic systems (ES) stability with its distinct strategic content. The main approaches to assessment of sustainability, based on the use of strategic cards, including Balanced Scorecard (BSC), are considered. Synchronous management of effectiveness, risks and chances of the ES exhausts the agenda of managing economic sustainability of ES when it operates in the face of a wide range of challenges. BSC in mineral resources sector (MRS) can be built during the aggregation of BSC by industry and individual enterprises. The use of 4 ´ 6 matrix formalism is proposed as the main tool for modeling economic sustainability of the ES.

Prospects of geomechanics development in the context of new technological paradigm

The article describes the role of geomechanics for forecasting the development of geosystems and ensuring the safety of mining operations during the transition to a new technological paradigm. The state and prospects of development of the mineral resource base, including the Arctic zone of the Russian Federation, are considered. The directions of technological breakthroughs and the possibility of transforming industrial production based on «cross-cutting» technology and the digital economy are presented. The analysis of geomechanical problems was carried out considering advanced technological changes and the rapid growth of requirements for the preservation of the Earth’s interior and natural landscapes. The concept of the development of geomechanics and geodynamics to ensure rational subsoil use in terms of the use of «breakthrough» technology is proposed, and the need to integrate scientific and industry collaboration into the system of engineering and professional education is shown.

Game theory model of state in-vestment into territories of advanced development in the regions of mineral resources specialization

Historically developed and non-compliant with modern conditions, the structure of industry placement and related inequality in economic development of certain territories are additional negative factors that hinder economic development of the country. Hence, the search for new organizational forms and methods of territorial development, facilitation of industrial growth in regions with mineral resources specialization become more and more relevant. Another no less important issue is justification of economic feasibility of using such tools and assessment of critical consequences of their application. Suggested by the authors, game theory model of state investment into territories of advanced development describes the method of limited resources distribution and becomes an instrument to assess the feasibility of investment into creation of advanced development territories under the conditions of insufficient information and actions of specific interest groups. Application of the suggested game theory model of state investment into creation of advanced development territories allows to forecast behavior of program participants, to model consequences of management decisions both for government structures and separate program participants.

Major trends in efficiency upgrading of the economic activity in the Arctic zone of Russian Federation

Organization of efficient economic activity in the Arctic zone requires development of human potential, transport infrastructure, exploitation of natural resources under the conditions of greatest possible environmental safety. In order to choose preferable trends of economic development and to provide efficiency of operations in the Arctic zone it is crucial to perform research in the areas of industrial efficiency upgrading and rational use of fuel, energy, mineral, chemical and biological resources of the Ocean and littoral areas of Russian Arctic. The paper analyzes major trends in the research on increasing economic efficiency of operations aimed at territory development in the Arctic zone. The authors justify the need to examine economic problems of rational resource use in the Arctic zone of Russia based on the proposed system of resource-estimation indicators and their application in establishing a mechanism of rational resource use with a due regard to protection of the marine environment. The paper also focuses on methodological problems of the target programme approach to complex development of the Arctic zone, creation of target programmes, industrial development and rational use of natural resources. The authors give rationale for the key task in this area – development of methodological principles of forming federal and regional target programmes, aimed at exploration, exploitation and rational use of natural resources in the Arctic zone of Russian Federation. An analysis is provided that focuses on the problems of creating a scientifically justified hierarchical system of programmes and regional regulations, creation of a scientific information data bank and other methodological issues.

Models for assessment of public-private partnership projects in subsurface management

Aims and goals of this paper. The article is devoted to analysis of issues related to development of public-private partnership (PPP) projects in mineral resources sector of Russia. The special emphasis is given to the most common PPP model in the field of industrial infrastructure construction using the Investment Fund of RF. We offer specific tools to be used with Russian models for assessment of PPP projects and forecasting of its efficiency for its participants. This model allows evaluating the results of the whole deposit development process, constructing graphs of all types of expenditures and revenues (by years), and having rent assessment of deposit NPV (net present value) and internal rent rate (IRR). Methods and results. The iteration process at each step enables assessment of budget revenue forecast, living standards indexes, ecological parameters and performance indicators, as well as a certain variant of PPP project implementation for investors (direct government expenses on implementation of infrastructure objects and environmental activities, tax benefits). We have a set of tools for supporting the management decision making process in developing efficient PPP mechanism, balancing long-term government interests, private sector and local people interests arising during socio-economic development of mineral resources area. This method using the suggested tools for analyzing efficiency of a specific partnership mechanism is shown on the examples of projects of developing different deposits in Transbaikal region.

Formation and development of theoretical principles for mineral resources logistics

Market transformations in Russia became foundations for formation and development of a new scientific and practical field in economics – logistics. Out of more than 30 existing definitions of logistics the authors according to their opinion have chosen the most appropriate. Logistics of mineral resources should be attributed to production (industrial) logistics. It is a proven fact that processes of supply chain management in mining industry and its infrastructure in the framework of mineral resources chain have some fundamental distinctions. Importance of material resources recycling in theory and practice of mineral resources logistics has been highlighted. Special features of merchandise assortment and classifications in the mining industry have been examined in conjunction with substantial contents of material flow. Special consideration has been given to relevant issues in the field of price formation for mining produce, in the view of specific relations between its costs and logistic procurement of the industry. Moreover, questions of inventory control in the mining industry, activity of commodity exchanges, management of mining logistics system have been addressed.

Use of various types of carbon-containing raw materials to produce thermal energy

Many types of carbon-containing organic compounds and all possible carbon-containing products or wastes in low demand can be used to produce thermal energy. A technology has been developed for producing highly flammable briquettes on the basis of bituminous coal. These briquettes have a special incendiary layer. It is easily ignites from low energy heat sources (e.g. matches), and then flame spreads to the rest of briquette. Use of coal slacks and paper wastes as carbon-containing components playing the role of binders provides an opportunity to get a fuel briquette easy in terms of production and plain in composition while at the same time dispose of coal and paper wastes. Such briquettes may also have a special incendiary layer. Technology for fuel briquettes production from wood and slate wastes employed no binding agents, as wood products acted as binders. Thus technologies have been developed to produce fuel briquettes from various carbon-containing materials in low demand. The briquettes are intended for household boilers, fireplaces, different ovens in order to cook food, heat residential and utility premises, cabins, etc.

Problems of ensuring energy security for enterprises from the mineral resources sector

A complex of technical means and decisions for ensuring adequate level power safety at mineral resources enterprises has been developed, including voltage mode control method, power quality improvement method, method of ensuring dynamic stability for electricity-generating equipment, method of enhancing power supply reliability, distributive network structure control method, and method of combined use of alternative and renewable energy sources. The necessity of ensuring power safety for the objects of the mineral resources sector, from the technical point of view – with the application of modern achievements and developments in the area of electrical complexes and systems, has been proved.

Problem of forestfund cadastral value determination

For several decades, Russian scientists cannot solve the problem of cadastral valuation of forest lands, which occupy two thirds of the country area. This evaluation is especially important in the terms of market relations for the calculation of charges for use of forest resources, a significant part of which is leased. Originally, cadastral valuation of forestland was planned to be conducted according to Faustmann’s formula, proposed by German economist in the mid-nineteenth century, but it has not found practical application due to the lack of certain data. In the modern period the issue of forestland valuation is escalated and scientists have proposed their own versions of the cadastral value of forestlands. We investigated a number of forestland cadastral evaluation reports from various regions of Russia. Different researchers propose to use a specific indicator of cadastral cost (UPCS), but the methods of calculation of this indicator are different for all the evaluators. Respectively, the UPCS values for each region are significantly different too. Years of research into this problem allowed us to propose a method of forestland cadastral evaluation. In the calculations, the shortcomings of previous research are taken into account and the value of income from harvested timber, its current growth in plantings under the age of ripeness as well as the income from the collection of food resources (mushrooms and berries) are included in the evaluation. In the calculations, lands should be differentiated between coniferous and deciduous forests, as the cost of timber and the yield of food resources are significantly different. The proposed method has allowed establishing the ratio of income of forestland from timber and food resources. Food resources can give more income to the society than the wood itself.
