From import substitution to technological leadership: how local content policy accelerates the development of the oil and gas industry

Achieving technological sovereignty implies accelerating innovation and reducing import dependence. An effective tool for addressing these challenges is local content policy (LCP). The purpose of this study is to assess the impact of LCP on innovation activity in oil and gas companies and to provide recommendations for enhancing the effectiveness of this policy in Russia. The paper analyzes the influence of LCP on innovation levels in the oil and gas sector, drawing on examples from 10 countries. A positive short-term impact of LCP on innovation was identified in Brazil, Malaysia, and Saudi Arabia, with long-term effects observed in China and South Africa. Recommendations for improving the effectiveness of LCP in Russia are supplemented with a methodology for calculating the level of technological sovereignty. A refinement of the method for solving the «responsiveness» problem, incorporating the level of localization, has been proposed.

Improving the procedure for group expert assessment in the analysis of professional risks in fuel and energy companies
The lack of a unified approach to the assessment of professional risks in fuel and energy companies (FEC) in the national regulatory environment and a high degree of subjectivity of the results of hazard identification and risk assessment makes mathematically sound recruitment of an expert group urgent and necessary. The article presents the results of a comprehensive study on hazard identification and risk assessment at 6,105 workplaces in 24 branches of a FEC company based on the application of the expert assessment method and a scientifically sound qualitative and quantitative selection of experts. The priority vectors of factors are determined, global priorities are calculated, the size of the expert group (15 persons) is determined and mathematically substantiated for carrying out hazard identification and risk assessment at workplaces with sufficient reliability of results. For the first time, a set of factors characterizing the FEC companies that influence the determination of professional competence of experts is proposed. The formed expert group presented more precise, objective and consistent results of risk assessment. Standards for free distribution of personal protective equipment (PPE) and wash-off agents to 7,234 company employees for implementation and trial use were developed. A fragment of the results obtained for a driller's workplace is presented. This approach allows a significant increase in objectivity and efficiency of the professional risk management system and provision of the PPE to employees in the concept of a risk-oriented approach helping to prevent industrial injuries and improve the level of occupational safety culture in fuel and energy companies taking into account global practice.

Anomaly detection in wastewater treatment process for cyber resilience risks evaluation
Timely detection and prevention of violations in the technological process of wastewater treatment caused by threats of different nature is a highly relevant research problem. Modern systems are equipped with a large number of technological sensors. Data from these sensors can be used to detect anomalies in the technological process. Their timely detection, prediction and processing ensures the continuity and fault tolerance of the technological process. The aim of the research is to improve the accuracy of detection of such anomalies. We propose a methodology for the identification and subsequent assessment of cyber resilience risks of the wastewater treatment process, which includes the distinctive procedure of training dataset generation and the anomaly detection based on deep learning methods. The availability of training datasets is a necessary condition for the efficient application of the proposed technology. A distinctive feature of the anomaly detection approach is a new method of processing input sensor data, which allows the use of computationally efficient analytical models with high accuracy of anomaly detection, and outperforms the efficiency of previously published methods.

Methodology for managing energy development of production facilities in the gas industry

The current stage of Russia's development is characterized by dynamic changes in the operating conditions of gas industry enterprises, which leads, among other things, to significant adjustments in approaches to the development of energy production facilities. The article examines on the system level the ways to improve energy supply, taking into account the goals and objectives of the development of production facilities from the conditions of solving a single technological problem of the gas industry – high-quality gas supply to consumers. The optimal functioning of energy supply systems, taking into account the peculiarities of technological processes at production facilities, presupposes the development models coordination of production facilities energy complexes with the gas industry enterprises parameters based on an integrated unified information space at all stages of their life cycle. The structure of production facility energy complex and the connections of its elements with related systems are justified taking into account the purposes of their creation and the requirements for production facilities. Problem solving for each system element as well as the exchange of information between equivalent systems is done on the basis of a developed hierarchy of optimization problems adjusted depending on the type of tasks of energy supply improvement of a production facility. Determining the values of parameters and indicators of energy complexes, as well as optimizing the lists and content of work to improve the energy supply of production facilities, is planned to be carried out in accordance with the methodology under consideration using a set of mathematical models.

Justification of the approaches to improve management strategy of the mining system based on the analysis of data on the mining of complex structural rock blocks
Long-term activity of mining enterprises causes the necessity to substantiate the strategies of management of the mining and technical system functioning in terms of improvement of ore quality control, which is determined by its change in the course of field development due to the priority development of the main reserves and, as a consequence, forced transition to the mining of complex structural rock blocks with a decrease in the recovery percentage, which is typical in case the ore component meets the requirements of the feasibility study in terms of grade at substandard capacity. In this case, it is possible to identify the recovery percentage and the potential for its increase by analyzing the long-term activity of the mining and industrial enterprise, namely, by analyzing the data of mining complex structural rock blocks with the subsequent establishment of the relationship between the primary data on mining and geological conditions and information on the quality of the mineral obtained from the technological equipment. Therefore, the purpose of the research was to substantiate the necessity of improving the management strategy of the mining-technical system functioning, which consists in the fact that on the basis of analyzing the mining data of complex structural rock blocks it is possible to determine the ore mass losses and their quantity and to lay the basis for the development of decisions on its extraction. For this purpose, the collected data on the mining of complex structural rock blocks, accounting the geological and industrial type of extracted ores, were considered in modeling the conditions and studying the parameters of technological processes, the implementation of which provides additional products. It was revealed that the ore mass from substandard thickness layers is delivered to the dumps, and ore mass losses have been estimated at 25-40 % per year. It is proved that determination of ore mass losses based on the analysis of data on mining of complex structural rock blocks, as well as timely solution of this issue can significantly increase the production efficiency of mining and technical system. Taking into account for the results obtained, the options for optimizing the production of the mining and engineering system were proposed.

An innovative approach to injury prevention in mining companies through human factor management
This study argues that human error has an effect on occupational injury risks in mining companies. It shows through an analysis of existing approaches to occupational risk assessment that it is necessary to develop a quantitative assessment method factoring in individual psychophysiological attributes in order to analyze injury risks posed to miners. The article presents the results of a comprehensive analysis of how workers’ psychophysiological attributes influence their susceptibility to occupational injuries in underground mining conditions. By utilizing statistical data processing methods, such as discriminant and regression analysis, the study develops models to forecast personal injury risks among miners. These quantitative models underlie the proposed method for assessing miners’ susceptibility to injuries. The study outlines an algorithm for the practical application of this method and shows how the method was validated using a training sample. It provides recommendations for managing the human factor, incorporating the results of the proposed method, and emphasizes the importance of implementing a series of protective measures to mitigate the risk of occupational injuries in underground mining operations.

Impact of carbon dioxide on the main geotechnical quality criteria and preparation cost of cemented paste backfill
There is a global upsurge in the use of cemented paste backfill (CPB) for various mining functions. However, the cost of the Portland cement binder is prohibitive, thus warranting strategies to reduce cement usage without overly diminishing the CPB quality. Since carbon dioxide is used for patented sand moulding processes, this study is premised on that physicochemical ability of CO2 to enhance the curing of consolidated inorganic materials. It evaluated the impact of carbon dioxide on the uniaxial compressive strength UCS and preparation cost of CPB standard samples (ASTM C109). The preparation cost was delimited to the purchase cost of the Portland cement. The backfill material was silica sand tailings with 4.5 wt.% Portland cement binder and a water-cement ratio of 7.6. Distilled water of pH 5.4 was used for the control samples while variable amounts of carbon dioxide were dissolved in distilled water to generate carbonated mixing water with pH values of 3.8; 4 and 4.2. The lower the carbonated water pH, the higher is the CO2 concentration. UCS tests were conducted on the samples after curing for 3, 7, 28, and 90 days. There was an observable increase in the UCSs and reduction in curing time with increasing carbon dioxide. Samples prepared with carbonated water of pH 3.8 had almost double the strength of those prepared with pure distilled water of pH 5.4, implying that more dissolved CO2 corresponds to higher CPB strength. This is supported by the trendline equations for the graphical simulation of strength on curing time. Thus, CPB with much less binder can be expected to attain the requisite UCS if carbon dioxide is incorporated. The average reduction in Portland cement consumption was 0.61 %, which translates to a cost saving of the same percentage points. If calculated over the operational life of a mine, this is a massive saving of millions of dollars.

Specifics of geotechnical risk control in the design of underground structures
The underground space development is associated with the emergence of complex and dangerous situations, often leading to accidents. The condition for their development is the potential geotechnical risks. High-quality execution and analysis of design work at all the stages of design, starting from the early stages, is one of the effective ways to control risks. Clarification of the characteristics and features of the rock mass adjacent to the projected underground structure makes it possible to identify the potential cause of the occurrence of an adverse event with a certain probability during the construction and operation of an underground structure. The purpose of a qualitative risk analysis is to identify risk factors in underground construction. The value of the total geotechnical risk, expressed by the sum of each of the possible risks, should be numerically estimated at the design stage of a specific underground facility. At the same time, it is extremely important to develop a methodology for managing geotechnical risks, which would make it possible to assess their probability of development at an early stage of project preparation and propose measures to reduce or prevent them. This technique is given in the article. The results of the study conducted in accordance with the presented methodology showed that geotechnical risk control proved an effective method in preventing accidents during underground construction.

Application of the support vector machine for processing the results of tin ores enrichment by the centrifugal concentration method
The relevance of the research is due to the acquisition of new knowledge about the features of the applicability of the support vector machine, related to machine learning tools, for solving problems of mathematical modeling of mining and processing equipment. The purpose of the research is a statistical analysis of the results of semi-industrial tests of the Knelson CVD technology on tin raw materials using the support vector machine method and the development of mathematical models suitable for further optimization of the technological parameters of the equipment. The objects of research were the products obtained as a result of the operation of hydro-cyclones, as well as the technological parameters of the operation of centrifugal concentrators. The work uses classical methods of mathematical statistics, the least squares method for constructing a linear regression model, the support vector machine implemented on the basis of the Scikit-learn library, as well as the method of verifying the resulting models based on the ShuffleSplit library. A general description of the process of testing the Knelson concentrator with continuous controlled unloading in relation to the enrichment of tin ores is presented. The results obtained were processed using the support vector machine. Regression models are obtained in the form of polynomials of the second degree and in the form of radial basis functions. A significant non-linearity is shown in the dependence between the content of the valuable component in the tailings and the values of the technological parameters of the apparatus.

In 2015, UN Member States adopted the 2030 Agenda for Sustainable Development, aimed at balancing initiatives by the world community and individual countries in the environmental, social, and economic spheres. The global sustainable development goals are to promote the well-being of the world population, preserve the planet’s resources, and maintain ecological security, which is vital in the age of the rapid industrial growth and ever-increasing anthropogenic pressure on the environment. For the successful achievement of sustainability goals in the manufacturing sector, integrated measures should be undertaken for monitoring and assessing the technogenic impact of industrial facilities. Additionally, it is necessary to develop environmentally-friendly technologies in the fields of gas and water treatment, land reclamation, and waste disposal. Therefore, fundamental and applied research in these related spheres is of particular importance. Currently, environmental monitoring of all components of the environment, along with anthropogenic objects and processes, receives considerable attention, which is determined by the vector of development in science and technology. In this regard, the latest innovations in green technology in this area are becoming increasingly significant.

Assessment of the efficiency of occupational safety culture management in fuel and energy companies
The results of development, testing and implementation of the process of occupational safety culture management in a fuel and energy company including the assessment of current state, assessment of deviation, formation of control action and its implementation are presented. Using the methods of mathematical analysis, the components of occupational safety culture and criteria for their evaluation were developed. As a control action, a procedure for conducting behavioural safety audit was elaborated and implemented. Proceeding from the results of analysing average ratings of safety culture components among the employees prior to and after the introduction of behavioural safety audit, it was concluded that there was a statistically significant increase in the average values of 12 out of 16 ratings of safety culture components. Analysis of the results of 1,011 audits showed the absence of an “alarm area” at the enterprise. Introduction of the developed process management model promotes an increase in the efficiency of attaining a high level of occupational safety culture in fuel and energy companies.

Assessment of the role of the state in the management of mineral resources
Mineral resources as natural capital can be transformed into human, social and physical capital that guarantees the sustainable development of a country, exclusively through professional public management. Public management of a country's mineral resource potential is seen as an element of transnational governance which provides for the use of laws, rules and regulations within the jurisdictional and sectoral capabilities of the state, minimising its involvement as a producer of minerals. The features of the ideology of economic liberalism, which polarises the societies of mineral-producing countries and denies the role of the state as a market participant, have been studied. The analysis of the influence of the radical new order of neoliberal world ideology on the development of the extractive sector and state regulation has been presented.

Monitoring of compressed air losses in branched air flow networks of mining enterprises
Compressed air as a type of safe technological energy carrier is widely used in many industries. In economically developed countries energy costs for the production and distribution of compressed air reach 10 % of the total energy costs. The analysis of compressed air production and distribution systems in the industrial sector shows that the efficiency of the systems is at a relatively low level. This is due to the fact that insufficient attention is paid to these systems since the compressed air systems energy monitoring has certain difficulties – the presence of complex and branched air pipeline networks with unique characteristics; low sensitivity of the equipment which consumes compressed air; the complexity of auditing pneumatic equipment that is in constant operation. The article analyzes the options for reducing the cost of production and compressed air distribution. One of the promising ways to reduce the compressed air distribution cost is timely detection and elimination of leaks that occur in the external air supply network of the enterprise. The task is solved by hardware-software monitoring of compressed air pressure at key points in the network. The proposed method allows real-time detecting of emerging air leaks in the air duct network and sending commands to maintenance personnel for their timely localization. This technique was tested in the industrial conditions of ALROSA enterprises on the air pipeline network of the Mir mine of the Mirninsky Mining and Processing Plant and showed satisfactory convergence of the calculated leakage values with the actual ones. The practical significance of the obtained results is that the developed method for monitoring air leaks in the air duct network is simple, it requires an uncomplicated software implementation and allows to localize leaks in a timely manner, thereby reducing unproductive energy costs at the enterprises.

Indicator assessment of the reliability of mine ventilation and degassing systems functioning

The gas emission control in the mines is operated by ventilation and degassing systems that ensure the aerological safety of the mines or minimize the aerological risks. The ventilation system of the mine and its individual sites includes a significant number of technical devices and equipment, and the air tubes are mainly mining workings, the condition of which determines the quality of the ventilation network (its capacity) and depends on a number of mining factors. Similarly, one of the most important elements of the degassing system, which includes its own chain of technological equipment, are wells, and in some cases, mining workings. Thus, mine ventilation and degassing systems cannot be attributed to purely technical systems, since they include mining elements characterized by high variability of the determining parameters. To assess their reliability, it is necessary to use various combined methods that include additional characteristics in relation to the mining component. At the same time, the reliability of technical devices that ensure the functioning of mine ventilation and degassing systems largely determines the efficiency (stability and reliability) of these systems and, consequently, affects the level of aerological risks. The described approach to assessing the reliability of ventilation and degassing systems of coal mines when analyzing aerological risks is based on the developed system of risk indicators for the methane factor and will allow determining the risk dynamics in automatic mode based on monitoring the parameters of the ventilation and degassing system state.

Vs sustainable development: scenarios for the future
Issues of sustainable development began to concern mankind starting from the 20th century, when mass industrialization and the depletion of natural resource potential contributed to the formulation of environmental issues at one of the leading places in scientific discourse. However, what if the goals of sustainable development would not be achieved to 2030? What other way we can identify for humanity to survive? So, the study is about the problems of studying the understanding of the term “sustainable development”, considering the evolution of the formation of the concept of sustainable development and analyzing the modern goals of sustainable development for attainability. From an analysis of domestic and foreign experience, possible scenarios of the development of mankind are identified (such as 1. Creating an environmental framework, 2. Implementation of sustainable nature management practices in the conditions of natural and man-made objects, 3. Implementation of “geoengineering projects”, 4. Construction of autonomous ecosystems, 5. Space exploration in search of a new planet for life, provided that the goals of sustainable development would not be achieved. It has been established that today probability of achieving all the sustainable development goals by 2030 is too small, and the indicated scenarios require, firstly, the development of science and technology, and secondly, a competent assessment of the value of nature and solving the issue of specifying property rights for natural goods.

Effective capacity building by empowerment teaching in the field of occupational safety and health management in mining
The paper is dealing with a developed concept named Empowerment Teaching, which is based on practical teaching experience gained in various mining universities. It is demonstrated that this concept can be used to increase the effectiveness of knowledge transfer to mining countries in the world, as well as to overcome cultural barriers between lecturers and their students. The two models of participatory training, which are proposed to be named “physical” and “emotional” models, are portrayed. The authors are convinced that participatory training methods can be an ideal answer to a challenge associated with workers’ competencies in mining, namely – the potential of highly motivated and well-educated young academics is often diminished by a lack of ability to apply their knowledge. A special emphasis is made on the possible application of empowerment teaching for educational and training activities in the field of occupational safety and health (OSH), which is a matter of utmost importance for the mining industry. Several benchmarking initiatives in the field of OSH (“safety culture”, zero-accident vision) are underlined to be encouraged and promoted by means of new teaching methods. The examples of successful international cooperation among universities are given, as well.

Development of Scada-model for trunk gas pipeline's compressor station

Nowadays, at all levels of created automated control systems for technological processes, programmable technical means are used that require specific software within framework of necessary functional tasks. This software should include a set of software tools that communicate with technical devices and organize «human-machine interface» (HMI) in the form of application software for AWPs with assigned communication tasks for persons, responsible for management decision-making: operators, dispatchers, managers. However, hardware architecture is unique for each particular case, so it is necessary to refine or create a new control system. This is a rather laborious process. To simplify creation of such systems SCADA-systems are used. Article is devoted to development of SCADA-component for trunk gas pipeline's compressor workshop. Developed component allows tracking the characteristics of gas transportation process selected by operator. Development is based on «Windows» operating system and integrated environment TRACE MODE (SCADA/HMI).

Industrial safety principles in coal mining

The article provides a description of injuries in coal mining enterprises in Russia. The high injury rate causes the need of developing new effective ways and means of improving safety at mining enterprises. Recently in Russia there has been a tendency for a slight decrease in fatal injuries, which indicates some progress in prevention of industrial accidents. At the same time, the problem of improving the working conditions of coal miners, reducing the level of injuries and occupational diseases in this industry remains a very urgent task. Ensuring safe operation and industrial health and safety is not only reasonable economic policy but one of the constitutional human rights. At Russian coal mining enterprises, they take measures to reduce injuries, the supervisory authorities and employees of the enterprises carry out certain work to comply with safety requirements. However, significant success has not yet been achieved. Despite the fatal injuries and accidents, the issue of industrial mining safety is not becoming a top priority. Occupational safety measures are often financed on a «left-over» principle, and therefore remain not implemented. Many managers do not pay enough attention to safety issues and have little control over the planned activities in this area. The article analyzes the causes of injuries and proposes the key directions for creating normal working conditions in coal mining enterprises.

Impact of External Factors on National Energy Security

The article examines both external and internal threats to national energy security, formulates the tasks of increasing energy security, discloses modern challenges, as well as measures to level them. In recent years, Russian economy has felt the growing influence of external threats and risks: unfair competition in world markets, high politicization of energy issues, and attempts to prevent Russia from monetizing national energy reserves. Influence of the use of renewable energy sources on national energy security, growth of liquefied natural gas production, stricter environmental requirements, changes in the demand for petroleum products, and introduction of anti-Russian sanctions are analyzed. The influence of internal risks is no less significant: quality of hydrocarbon reserves in the Russian Federation is declining, effectiveness of geological exploration is insufficient, and the share of hard-to-recover reserves is increasing. Energy security assessments are recommended taking into account modern challenges and on the basis of parameters such as ratio of the annual increase in the balance values of primary fuel and energy resources to the volume of their production, share of natural gas in the balance structure of primary fuel and energy resources, implementation of investment programs by fuel and energy sectors, change in the specific energy intensity of GDP, prices and etc.

Actual and Forecast Impact Assessment of Earthquakes on the Global Economic System

Problem of strong earthquakes impact on the global economic system is considered. Geoscientists suggest that increase in Earth's seismicity is highly unlikely, but experts in economic geography say that existing facts indicate increase in seismic risk for economic systems. Using the example of an earthquake in the Tahoku region (Japan, 2011), a comprehensive assessment of economic consequences of a strong earthquake is presented as a part of analysis of three blocks of statistical information: 1) macroeconomic indicators of Japan; 2) stock market indicators; 3) industry indicators of the global economy. Results of the assessment pointed to a new feature of strong earthquakes effects in economically developed regions of the world: globalization processes are spreading regional effects of large earthquakes throughout the world economic system. To understand the magnitude of strong earthquakes problem, estimate of world economy loss from a probable earthquake near the United States, similar to Tahoku, is given. It was established that economic losses would be 2.6 times greater: a drop in the global S&P Global 1200 index would be about 15 %. The farther in time this probable earthquake protects from the Tahoku earthquake, the more globalization will increase losses.

Strategic approach to assessing economic sustainability objects of mineral resources sector of Russia
The article gives a new definition of economic systems (ES) stability with its distinct strategic content. The main approaches to assessment of sustainability, based on the use of strategic cards, including Balanced Scorecard (BSC), are considered. Synchronous management of effectiveness, risks and chances of the ES exhausts the agenda of managing economic sustainability of ES when it operates in the face of a wide range of challenges. BSC in mineral resources sector (MRS) can be built during the aggregation of BSC by industry and individual enterprises. The use of 4 ´ 6 matrix formalism is proposed as the main tool for modeling economic sustainability of the ES.

Development of an occupational safety management system based on the process approach

The article discusses the relevance and possibility of using the process approach in the development and implementation of occupational safety management systems based on GOST 12.0.230-2007, which is the main document in this area for all industrial enterprises and organisations of the Russian Federation. The system of occupational safety management in the organisation is considered taking into account all its internal communications and input-output parameters. It is shown that the process approach used in the design of the occupational safety management system in the organisation, allows categorising the list of works (processes), participants, resources (responsible, performers, documents, etc.), the control and correction processes. The methodological substantiation of the process approach to the design of the occupational safety management system in the organisation is given, the basic issues of its applicability are considered. A context diagram of the process of an occupational safety management system is drawn in the IDEF0 graphical notation by means of the SADT structural analysis technology. The decomposition of the context diagram to the required levels of detail is presented and the balance factor of the models is calculated.

Strategic Planning of Arctic Shelf Development Using Fractal Theory Tools

The paper justifies the necessity to utilize new methods of strategic planning in oil and gas field exploitation in the Arctic shelf during the implementation of high technology diversified model of development for oil and gas companies (OGC) based on principles and tools of fractal theory. It has been proved that despite its challenging conditions the Arctic represents not only resource potential of the country and a guarantee of national safety, but also a key driver of market self-identification and self-organization of OGCs. Identified and analyzed problems in institutional procurement of shelf development and utilized methods of strategic planning and project management, both on the levels of state and corporate governance, demonstrate that reductive approach of the fractal theory allows to take into account diversification of heterogeneous multicomponent project models, which can be reduced to a single management decision with inverse iterations of neural network modelling. Suggested approach is relevant for strategic planning not only on the stage of investment portfolio justification, but also for identification and assessment of project risks; ranking of projects according to the order of their implementation; back and - forth management (monitoring and supervision) and project completion. It has been detected that such basic properties of the fractal as self-similarity, recurrence, fragmentation and correlation between all fractal dimensions allow to systematize chaotically changing values of market parameters in the Arctic shelf development project, which provides an opportunity to forecast market development with minimal prediction errors.

Risk assessment of accidents due to natural factors at the Pascuales – Cuenca multiple-use pipeline (Ecuador)

The natural aspects of the accident risk at the Pascuales – Cuenca multiple-use pipeline (Ecuador) are analysed in the paper. The Russian Methodological recommendations for the quantitative analysis of accident risks at hazardous production plants of oil trunk pipelines and oil product trunk pipelines issued in 2016 are used as a methodological framework due to relatively poorly defined evaluation mechanism for natural factors of accidents at oil trunk pipelines in the most widespread international accident risk assessment methodologies. The methodological recommendations were updated to meet the environmental conditions of oil pipelines of Latin America. It was found that the accidents due to natural factors make up approximately 15 % of cases at oil trunk pipelines in Ecuador. Natural geographical features of the areas surrounding the main Ecuadorian Pascuales–Cuenca oil trunk pipeline and its relatively short length allow defining three zones along the line in terms of the accident risk: lowland coastlines, high plateaus, and foothills. Calculations and analysis revealed that the maximum predicted specific frequency of accidents is characteristic of the lowland seaside area. The evidence showed that physical and chemical properties of soils and significant seismic activity are the root causes of failures.

Models for assessment of public-private partnership projects in subsurface management

Aims and goals of this paper. The article is devoted to analysis of issues related to development of public-private partnership (PPP) projects in mineral resources sector of Russia. The special emphasis is given to the most common PPP model in the field of industrial infrastructure construction using the Investment Fund of RF. We offer specific tools to be used with Russian models for assessment of PPP projects and forecasting of its efficiency for its participants. This model allows evaluating the results of the whole deposit development process, constructing graphs of all types of expenditures and revenues (by years), and having rent assessment of deposit NPV (net present value) and internal rent rate (IRR). Methods and results. The iteration process at each step enables assessment of budget revenue forecast, living standards indexes, ecological parameters and performance indicators, as well as a certain variant of PPP project implementation for investors (direct government expenses on implementation of infrastructure objects and environmental activities, tax benefits). We have a set of tools for supporting the management decision making process in developing efficient PPP mechanism, balancing long-term government interests, private sector and local people interests arising during socio-economic development of mineral resources area. This method using the suggested tools for analyzing efficiency of a specific partnership mechanism is shown on the examples of projects of developing different deposits in Transbaikal region.
