From import substitution to technological leadership: how local content policy accelerates the development of the oil and gas industry

Achieving technological sovereignty implies accelerating innovation and reducing import dependence. An effective tool for addressing these challenges is local content policy (LCP). The purpose of this study is to assess the impact of LCP on innovation activity in oil and gas companies and to provide recommendations for enhancing the effectiveness of this policy in Russia. The paper analyzes the influence of LCP on innovation levels in the oil and gas sector, drawing on examples from 10 countries. A positive short-term impact of LCP on innovation was identified in Brazil, Malaysia, and Saudi Arabia, with long-term effects observed in China and South Africa. Recommendations for improving the effectiveness of LCP in Russia are supplemented with a methodology for calculating the level of technological sovereignty. A refinement of the method for solving the «responsiveness» problem, incorporating the level of localization, has been proposed.

Genetic geological model of diamond-bearing fluid magmatic system

The article proposes a genetic geological model of diamond deposit formation associated with kimberlites and lamproites. It is based on the synthesis of published data on diamond-bearing kimberlite systems and an original study of the ontogenetic features of diamond crystals. Deep diamond crystallization, its upward transportation and subsequent concentration in near-surface kimberlite-lamproite bodies and other rocks, including those brought to the surface by high-amplitude uplifts of crystalline basement rocks, are combined in a single system. An assumption is made about the primary sources of the Anabar placer diamonds. The possibility of hydrocarbon generation at mantle levels corresponding to diamond formation areas and their transportation to the upper crustal zones by a mechanism similar to the mantle-crust migration of diamond-bearing fluidized magmas is shown. The high rate of their upward movement allows transportation to the surface without significant loss as a result of dissolution in melts and sorption on the surface of mineral phases. The significant role of fluid dynamics at all stages of this system is noted.

Enhancing the interpretability of electricity consumption forecasting models for mining enterprises using SHapley Additive exPlanations

The objective of this study is to enhance user trust in electricity consumption forecasting systems for mining enterprises by applying explainable artificial intelligence methods that provide not only forecasts but also their justifications. The research object comprises a complex of mines and ore processing plants of a company purchasing electricity on the wholesale electricity and power market. Hourly electricity consumption data for two years, schedules of planned repairs and equipment shutdowns, and meteorological data were utilized. Ensemble decision trees were applied for time series forecasting, and an analysis of the impact of various factors on forecasting accuracy was conducted. An algorithm for interpreting forecast results using the SHapley Additive exPlanation method was proposed. The mean absolute percentage error was 7.84 % with consideration of meteorological factors, 7.41 % with consideration of meteorological factors and a load plan formulated by an expert, and the expert's forecast error was 9.85 %. The results indicate that the increased accuracy of electricity consumption forecasting, considering additional factors, further improves when combining machine learning methods with expert evaluation. The development of such a system is only feasible using explainable artificial intelligence models.

Analysis of project organization specifics in small-scale LNG production

Gas industry plays an important role in the global energy sector, and in the coming decades amountsof natural gas production will only increase. One of the fastest growing trends in gas industry is the production of liquefiednatural gas (LNG), which is associated with the necessity to organize flexible systems of gas supply to the regions,remote from gas extraction sites. Industrial structure of LNG production includes projects, belonging to several different groups depending to their scale, in particular, small-scale production (SSLNG), cumulative production capacityof which is approximately 10 % from the industry-wide one. Economic aspects of implementing such projects remainunderexplored, which does not allow to draw objective conclusions regarding the prospects of their implementationin particular regions.This paper contains a review of publications, devoted to SSLNG project studies, aimed at identifying specifics oftheir organization compared to projects of greater scale. The results demonstrate that the majority of internationalcompanies classify projects as SSLNG, if their annual production capacity is below 0.5 million tonnes per annum.Specific capital costs, as well as implementation timelines of such projects, are several times lower than those of projects with greater production capacity, which reduces their risks and minimizes barriers to market entry. Furthermore,SSLNG is the most decentralized subsector in gas industry, aiming to cover the market due to a growing numberof projects, not their specific production capacity. These specific features define significant prospects of SSLNGdevelopment in Russia, both in the context of energy supply to remote regions and diversification of export deliveries.

Impact of External Factors on National Energy Security

The article examines both external and internal threats to national energy security, formulates the tasks of increasing energy security, discloses modern challenges, as well as measures to level them. In recent years, Russian economy has felt the growing influence of external threats and risks: unfair competition in world markets, high politicization of energy issues, and attempts to prevent Russia from monetizing national energy reserves. Influence of the use of renewable energy sources on national energy security, growth of liquefied natural gas production, stricter environmental requirements, changes in the demand for petroleum products, and introduction of anti-Russian sanctions are analyzed. The influence of internal risks is no less significant: quality of hydrocarbon reserves in the Russian Federation is declining, effectiveness of geological exploration is insufficient, and the share of hard-to-recover reserves is increasing. Energy security assessments are recommended taking into account modern challenges and on the basis of parameters such as ratio of the annual increase in the balance values of primary fuel and energy resources to the volume of their production, share of natural gas in the balance structure of primary fuel and energy resources, implementation of investment programs by fuel and energy sectors, change in the specific energy intensity of GDP, prices and etc.

Feasibility of type of deep-water technologies for the extraction of marine ferro-manganese nodules

The conditions for the occurrence of near bottom minerals presented in the form of sulphides (the Logachev deposit) and ferro-manganese nodules (The conditions for the occurrence of benthic minerals presented in the form of sulphides (the Logachev deposit) and ferro-manganese nodules (FMN) are considered. An analysis of the structures and parameters of various means of collecting and transporting sulphides and iron ore from the bottom to the surface is given, and the possibility of effectively using vessel lifting on a cable-rope is indicated. Structural schemes for collecting FMN and sulphides in the form of containers on a cable, equipped with manipulators with gripping devices of a disc, drum or clamshell type, are proposed. In them, the capture of rock pieces or FMN is carried out by creating a vacuum in the collectors of the executive bodies and attracting to them pieces of rock or FMN by a pressure drop of water inside and outside the reservoir. It was given the approximate parameters of the mining system. So, for a cable-rope made of kevlar with a diameter of 50 mm, the capacity can be 200-400 thousand tons per year for one installation with different specific mass concentration of FMN per 1 m 2 ) are considered.

Crisis in mica production industry of the Belomorskaya pegmatite province and perspective of its overcoming

The crisis of the Belomorian pegmatite province mica sector and perspectives of its overcoming causes and consequences of the mica sector crisis in the North-West Belomorie related to studies and a production of lamellar micaceous pegmatite is discussed. The alternative importance of the unique deposit in the Mezhozernoe (Eastern Hizovaara, Northern Karelia) – primary source of scarceness lamellar light mica is confirmed. The results of mineralogical and technological researches show that it is a promising target for mining and processing a small ferrous flake muscovite.

Geochemistry of ore-forming hydrothermal fluids of the World ocean

The most complete results of the study of hydrothermal ore-forming solutions geochemistry in the Russian and international expeditions to deep-sea hydrothermal fields of the world ocean are analyzed. Solutions of both high and low salinity with respect to seawater are formed in the discharge zone of fluids. Positive correlation of ore components with the chloride ion and negative one with the pH value may indicate the migration of components in acidic hydrothermal solutions in the form of chloride complexes. Hydrogen sulfide is associated with the significant positive correlation with metals, which indicates reducing conditions forming in ore-bearing hydrothermal solutions. This is confirmed by the close relationship of ore components with hydrogen. The transfer of metals mainly in the form of chloride complexes at high temperatures of the solution is confirmed by the results of our thermodynamic modeling. Methane is characterized by negative dependence on temperature and concentration of ore components, associated with positive dependence on pH and negative one on hydrogen sulfide. Each of the observed dependencies can testify against abiotic theory of income of methane in hydrothermal solutions. The following geochemical indicators are the most promising for the discovery of new ore deposits and the organization of geochemical monitoring during the development of already discovered fields: Eh, pH, Cl, Fe, Mn, H 2 S, CO 2 , H 2 and possibly CH 4 .

The work is devoted to the analyze of the connection between indices of urban parcels cadastral value. By using several mail factors composite analyze of urban parcels was done. With the help of statistic methods distribution laws of indices were determined. As a result correlation coefficients were calculated and dependent indices were exposed. In the end of the research the main question was answered: is it right to use analyze of hierarchy method for calculating weights of the indices as it is done in the methods of urban area state cadastral valuation?

This article describes general points of wholesale electricity market and retail electricity markets functioning during restructuring of Russian Power system. The payment scheme that supposes making contract with guaranteeing energy supplying company in retail electricity markets is described, there are also components of retail electricity markets and the scheme of weight-average unregulated price translation. Further the article determines requirements for industrial companies that want to go out to wholesale electricity market. There are also merits and demerits of going out to wholesale electricity market by making contract with energy supplier or going out without any assistance. The changes of payment in wholesale electricity market are shown. There are recommendations based on the analysis of the given information that helps to choose more efficient model energy supplying of industrial customer according to the consuming volume and the connection scheme to outer network system. Ore-forming hydrothermal solutions and gas hydrate formation in the ocean

Geological and tectonic settings and thermobaric characteristics of hydrothermal activity are confronted with those of gas hydrate formation. Hydrocarbon concentrations and isotopic composition in hydrothermal fluids of mid-ocean ridges with different thickness of sediment cover and marginal oceanic basins are compared. The possible influence of rising thermal fluids on gas hydrate accumulations was analyzed and examples of hydrate formation linked with hydrothermal process are given.
