Determination of impact hazard potential of rocks in the Norilsk Industrial Region
The deeper the mineral deposits developments are, the worse the mining and geological conditions become. Significant growth of stress level in the rock mass contributes to possible manifestation of rock pressure in dynamic form. The resulting task of assessment of rock impact hazard is closely related to the task of obtaining more accurate results of compression tests of samples in rigid or servohydraulic test presses using graphs of their full deformation. This approach requires special expensive equipment, considerable time resources, and sufficient core material. Therefore, it is important to have an approach that allows to assess the propensity of rocks to brittle fracture with research methods simple enough not to result in the loss of quality and reliability of the obtained results. This paper presents the results of laboratory tests of rocks from the Norilsk Industrial Region to determine their tensile and compressive strengths. Test methods involved both domestic and foreign standards for determining the value of the brittleness coefficient. The impact hazard potential of rocks was determined using the Kaiser criterion. It is found that the tested lithological types (rich sulfide ores, hornblende, disseminated ores, and gabbro-dolerite rocks), with the exception of anhydrite, have a low impact hazard potential.

Public-private partnership in the mineral resources sector of Russia: how to implement the classical model?
A comparative financial and economic analysis is conducted of different public-private partnership (PPP) models for industrial infrastructure construction projects in an underdeveloped resource-rich region. The Stackelberg game theory-based model is used to build a parametrized family of bilevel mathematical programming models that describe an entire spectrum of partnership schemes. This approach enables a comparison of different strategies for the distribution of infrastructure investments between the government and the subsoil user and hence a scenario of transformation of Russia’s current PPP scheme into the classical partnership model, which is practiced in developed economies. To this end, a database is created on fifty polymetallic deposits in Transbaikalia, and a comparative analysis is conducted of Stackelberg-equilibrium development programs that implement different PPP models. The numerical experiment results show the classical PPP model to be most effective in the case of a budget deficit. The analysis helps assess the economic consequences of a gradual transformation of the partnership institution in industrial infrastructure construction from investor support in the Russian model to government support in the classical scheme. Intermediate partnership models, which act as a transitional institution, help reduce the budget burden. These models can be implemented by clustering the deposits, developing subsoil user consortia, and practicing shared construction of necessary transport and energy infrastructure. The intensification of horizontal connections between subsoil users creates favorable conditions for additional effects from the consolidation of resources and can serve as a foundation for a practical partnership scheme within the framework of the classical model.

Study and justification of the combination of beneficiation processes for obtaining flake graphite from technogenic carbon-containing dusts
The most important task of modern production development is to provide the mineral and raw materials sector of the economy with resources included in the list of strategic raw materials, including flake graphite. In addition to natural raw materials, the source of its obtaining can be metallurgical production wastes not involved in processing. Development of metallurgical dust beneficiation technology will solve the problem of obtaining high-purity flake graphite with a crystal structure close to ideal and in demand in the production of high-tech materials. It will allow creating a renewable raw material base of graphite and utilising metallurgical production wastes. The research included the study of dust beneficiation by coarseness, magnetic and flotation methods, the influence of dust disintegration processes on beneficiation indicators. Based on the established technological properties of the components of dusts, magnetic, flotation and gravity beneficiation methods can be applied for their separation in different sequence. It is shown that dusts from different sites have different enrichability by these methods, and it should be taken into account when developing a complex technology of their processing. The degree of beneficiation increases in a row of dusts from the blast furnace shop (BF) – electric steel smelting shop (ESS) – oxygen-converter shop (OCS). The method of grinding has a significant influence on the separation indicators – at dry grinding in a centrifugal-impact mill with subsequent pneumatic classification the quality of graphite concentrates increases by 22.7 % of carbon for BF dust and by 13.48 % of carbon for ESS dust. OCS dust beneficiation indicators are high at coarse grinding with steel medium – mass fraction of carbon 96.1 %.

Industrial clusters as an organizational model for the development of Russia petrochemical industry
The article explores the challenges facing Russia petrochemical industry over the past decade and examines the reasons behind its significant lag compared to other industrialized nations. It presents a review of academic research on clusters accompanied by a comparative analysis, generalization, and consolidation of factors influencing the development of the petrochemical industry in Russia. It is argued that advancing the petrochemical industry from production plants to integrated production complexes necessitates a shift towards clustering, which will improve resource utilization efficiency, bolster product competitiveness, and reduce production costs. The article examines and consolidates key cluster concepts, encompassing definitions, characteristics, composition, and constituent elements. It also examines strategic documents guiding the development of the petrochemical sector, assesses the progress made in forming petrochemical clusters in Russia, and draws upon European and Asian experiences and government support tools in the domain of petrochemical clusters. The successful development of petrochemical clusters in Russia is argued to be strongly dependent on state initiatives and support for infrastructure development. Additionally, the presence of research organizations within clusters is crucial for fostering high-tech product innovation and forming an efficient value chain that integrates research and development with specific assets. When establishing petrochemical clusters in Russia, it is essential to consider the unique characteristics of each cluster, including the types of raw materials and resources used, the necessary infrastructure, and the specific support measures and incentives provided by the state.

Improvement of technological schemes of mining of coal seams prone to spontaneous combustion and rock bumps
On the example of the Alardinskaya mine, the problem of underground mining of seams prone to spontaneous combustion and rock bumps in the conditions of the Kondomsky geological and economic region of the Kuznetsk coal basin is considered. The contradictions in the requirements of regulatory documents for the width of the inter-panel coal pillars in the mining of seams with longwalls in conditions of endogenous fire hazard and in the mining of seams that are dangerous due to geodynamical phenomena are discussed. These contradictions impede the safe mining of seams using traditionally used layouts with the danger of spontaneous combustion of coal and rock bumps. A mining-geomechanical model is presented, which is used for numerical three-dimensional simulation of the stress-strain state of a rock mass with various layouts for longwall panels using the finite element method. The results of the numerical analysis of the stress state of the rock mass immediately before the rock bump are presented, and the main factors that contributed to its occurrence during the mining of the seam are established. A dangerous degree of stress concentration in the coal seam near the leading diagonal entries is shown, especially in conditions of application of abutment pressure from the edge of panels’ gob. The analysis of the features of stress distribution in the inter-panel pillar at different widths is carried out. Recommendations for improving the layout for the development and mining of coal seams that are prone to spontaneous combustion and dangerous in terms of rock bumps in the conditions of Alardiskaya mine have been developed. The need for further studies of the influence of pillars for various purposes, formed during the mining of adjacent seams, on the stress-strain state of previously overmined and undermined seams is shown.

Assessment of the role of the state in the management of mineral resources
Mineral resources as natural capital can be transformed into human, social and physical capital that guarantees the sustainable development of a country, exclusively through professional public management. Public management of a country's mineral resource potential is seen as an element of transnational governance which provides for the use of laws, rules and regulations within the jurisdictional and sectoral capabilities of the state, minimising its involvement as a producer of minerals. The features of the ideology of economic liberalism, which polarises the societies of mineral-producing countries and denies the role of the state as a market participant, have been studied. The analysis of the influence of the radical new order of neoliberal world ideology on the development of the extractive sector and state regulation has been presented.

Results and prospects of geological mapping of the Arctic shelf of Russia

The results of compiling the sets of the State Geological Map at a scale of 1:1,000,000 for the Arctic continental shelf of Russia are analyzed. Results are summed up, and the main problems of geological mapping are outlined. The results of geological and geophysical studies of the Arctic Ocean are of great importance for deciphering the geological evolution. The Arctic shelf is the widest shelf in the world, while the spreading ocean basin is one of the narrowest and is characterized by anomalous structural features. The main problems of geological mapping include identification the sedimentary cover/folded basement boundary, interpretation the geodynamic evolution of the shelf and adjacent ocean, determining the rates of sedimentation and stratigraphic subdivision of the sedimentary cover due to a small number of key boreholes. It is promising to further study problem areas with unclear features of geological structure as well as small-scale mapping in areas of industrial development on the Arctic continental shelf.

Possibilities for creating Russian high-tech bottomhole assembly
Development of high-tech well electronic measuring systems is aimed at creating modern equipment: telemetry, well geophysical measurement equipment, the architecture of which is divided into basic (with measurement channels for gamma logging and inductive resistance) and advanced (with radioactive, acoustic, magnetic resonance and thermobarometric measurement channels, including azimuthal methods of investigation). Over-the-bit measurement modules, rotary steerable systems are being developed and channels for transmitting data to the surface are being improved. Vice versa, specialized surface equipment with highly integrated software is being created. Different measurement modules are manufactured by different companies, which creates uncertainties in the possibility of interfacing the manufacturers' measurement modules into a single well measurement system. The article presents an analysis of the readiness of Russian oil service companies to produce well and surface equipment for drilling Russian directional oil and gas wells, meeting modern requirements for accuracy, lifetime and operating conditions. The possibility of creating a fully Russian well high-tech equipment and the required resources, risks and measures to mitigate them when creating a modern well measurement system are considered.

Rational design justification of the tunnel boring shield executive body for the conditions of the mines of Saint Petersburg Metrostroy
The article discusses the features of running tunnels in difficult mining and geological conditions of the Saint Petersburg Metrostroy using modern tunnel boring shields of Herrenknecht company with hybrid executive bodies equipped with a incisors and rock cutters. The work of a hybrid executive body is analyzed when driving along a heterogeneous bottomhole massif consisting of Cambrian clay with limestone interlayers. Theoretical and experimental studies of vibroactive cones, a graphical representation of the dependence of the depth of their penetration on the axial force and axial force together with the applied shock load (the dependences of the penetration depth are interpreted as a linear dependence) have been carried out. An increase in the intensity of destruction of a heterogeneous bottomhole massif consisting of Cambrian clay and limestone interlayers using vibroactive rock-cutting tools (spiked roller) was theoretically and experimentally confirmed, while the growth of the penetration rate is determined depending on the number of their parameters. The design is considered, the principle of operation and the method of power calculation of a rotary executive body equipped with vibroactive cutters are described, on the basis of which a nomogram of the dependence of the torque and performance of the tunnel boring shield on the feed rate of the executive body to the bottom is built.

Technological aspects of cased wells construction with cyclical-flow transportation of rock

A high-performance technology for constructing cased wells is proposed. Essence of the technology is the advance insertion of the casing pipe into the sedimentary rock mass and the cyclical-flow transportation of the soil rock portions using the compressed air pressure supplied to the open bottomhole end of the pipe through a separate line. Results of mathematical modeling for the process of impact insertion of a hollow pipe into a soil mass in horizontal and vertical settings are considered. Modeling of the technology is implemented by the finite element method in the ANSYS Mechanical software. Parameters of the pipe insertion in the sedimentary rock mass are determined - value of the cleaning step and the impact energy required to insert the pipe at a given depth. Calculations were performed for pipes with a diameter from 325 to 730 mm. Insertion coefficient is introduced, which characterizes the resistance of rocks to destruction during the dynamic penetration of the casing pipe in one impact blow of the pneumatic hammer. An overview of the prospects for the application of the proposed technology in geological exploration, when conducting horizontal wells of a small cross-section using a trenchless method of construction and borehole methods of mining, is presented. A variant of using the technology for determining the strength properties of rocks is proposed. Some features of the technology application at industrial facilities of the construction and mining industry are considered: for trenchless laying of underground utilities and for installing starting conductors when constructing degassing wells from the surface in coal deposits. Results of a technical and economic assessment of the proposed technology efficiency when installing starting conductors in sedimentary rocks at mining allotments of coal mines are presented.

Stakeholders management of carbon sequestration project in the state – business – society system
Prevention of catastrophic effects of climate change is one of the most pressing challenges of this century. A prominent place in the low-carbon development system today is carbon capture and storage technology (CCS). This technology can significantly reduce greenhouse gas emissions, leading to global warming. Effectiveness of technology has been proven through successful implementation of a number of CCS projects. CCS projects are implemented in the context of national and often international interests, consolidating efforts of many parties. Sequestration projects involve government bodies, public, industrial and scientific sectors, as well as a number of other business structures. Each participant presents his own expectations for results of the project, which can compete among themselves, creating threats to its successful implementation. World experience in implementing CCS projects indicates that opposition from a certain group of stakeholders can lead to closure of a project, therefore, interaction with environment is one of the key elements in managing such projects. This study focuses on specifics of stakeholder management in implementation of CO 2 sequestration projects. Based on the analysis of world experience, role of the state, business and society in such projects is determined, their main expectations and interests are summarized. The main groups of stakeholders of CCS and CCUS (carbon capture, utilization and storage) projects were identified, differences in their interests and incentives to participate were analyzed. It is proved that system of interaction with stakeholders should be created at the early stages of the project, while management of stakeholders is a continuous process throughout the life cycle. An author’s tool is proposed for assessing degree of stakeholder interest, the use of which allowed us to determine interaction vectors with various groups of stakeholders.

Integrated mining projects in underdeveloped territories of Russia: substantiation of implementation parameters

Complex mining projects, as a rule, have significant economic and social impact on the territory, sometimes entire regions where they are implemented. Consumers of their implementation effects are population, government, buyers, lenders and other stakeholders. Therefore, development of transport infrastructure in integrated projects for development of mineral deposits should have state support, forms of which are very diverse. In Russia parameters of concession agreements for construction of transport infrastructure, carried out in conjunction with projects for development of mineral deposits, are not regulated or justified. Aim of the work is to develop an organizational model and justify parameters of concession agreement for construction of the railway as a key element of transport infrastructure necessary for successful implementation of the project for development of a large coal deposit in a low-developed region. Research methods are: strategic, institutional, investment analysis, modeling and forecasting methods. The article proposes an approach to justification of technical, economic and financial parameters of concession agreement implemented during realization of an integrated mining project. As a result of the study, a concession agreement model was developed for construction of railway section as part of an integrated mining project, including development of a deposit and construction of a mining and concentrating company.

Systemic Diagnostics of the Arctic Industry Development Strategy
The article analyzes organizational and economic problems of the industry in the Arctic and discloses methods and tools for researching these problems. An attempt to use the method of system diagnostics is made, which has established itself as a basis for determining the development strategy of industry in the Arctic zone of the Russian Federation (AZRF). This method allows to explore the mechanism of natural resources development in the Arctic, such as hydrocarbons and marine biological resources; as well as the organization of logistics and transport corridors for trade of goods produced in the North and in the central regions of Russia. The role, significance and content of the strategy as an essential element of the system for managing natural wealth development in the Arctic in the context of its growing importance in development of global transport corridor are revealed. Importance of a systematic approach to the development of industry in the Arctic is substantiated, it will ensure development of all investors interested in this region; will allow the state, large corporations, small and medium-sized businesses to work together for the long term. The proposed method for system diagnostics of strategizing the development of industrial potential in the AZRF can be used in the implementation of «Development Strategy for the Arctic Region» as part of roadmap realization for the Arctic region.

Assessment of Rock-Burst Hazard in Deep Layer Mining at Nikolayevskoye Field
The paper presents results of conducted research using regional and local methods of forecast and control over geomechanical state of the rock mass at burst-hazardous Nikolayevskoye field, located in a geodynamically active region. The study subject is the ore mass of Nikolayevskoye field, characterized by man-induced and tectonic disturbances and high geodynamic activity. The aim of research was practical implementation of methods and instruments of forecast and control over geomechanical state of the burst-hazardous rock mass and safety improvement of mining operations. Exploitation practice of burst-hazardous fields demonstrates that forecast accuracy of hazardous rock pressure demands cutting-edge multi-level systems, where local methods and tools complement regional ones. A regional forecast of rock-burst hazard at Nikolayevskoye field was performed by means of seismoacoustic method using automated control system for rock pressure (ACSRP) «Prognoz-АDS». Local forecast was carried out using «Prognoz-L» device, geophysical (sample disking) method and visual observations of dynamic pressure manifestations in the mining tunnels. Quality assessment of stress-strain and burst state of the rock mass was performed using specialized software «PRESS 3D URAL». Integration of engineering and geomechanical data in the process of conducting research guarantees a relevant assessment of rock-burst hazard in various areas of the field at various stages of its development. Practical verification of the system, where local methods and tools complement regional ones, demonstrated satisfactory results at Nikolayevskoye mining plant, which makes it recommendable for other mining facilities extracting ore at great depths under similar conditions of active geodynamic processes.

Estimation of critical depth of deposits by rock bump hazard condition

During the development of minerals by the underground method, dynamic manifestations of rock pressure occur at a certain depth, which significantly reduces the safety of mining operations. Regulatory documents prescribe at the exploration and design stages to establish the critical depth for classifying a deposit as liable to rock bumps. Currently, there are a number, mainly instrumental, methods for determining the liability of rock mass to rock bumps and methods based on the determination of physical and technical properties and the stress-strain state of rock massifs. The paper proposes a theoretical method for determining the critical depth for classifying a deposit as liable to rock bumps. A formula for determining the critical depth of the rock bump hazard condition is obtained. A mathematical analysis of the influence of the physical and technical parameters of the formula on the critical depth is carried out. Its physical and mathematical validity is substantiated. The numerical calculations of the critical depth for 17 developed fields were carried out using a simplified formula. It also provides a comparison of calculated and actual critical depth values. It is established that the variation of the actual and calculated critical depth is due to the lack of actual data on the value of the friction coefficient and parameters of fracturing of the rock mass in the simplified formula. A simplified calculation formula can be used to estimate the critical depth of a field at the survey and design stages. More accurate results can be obtained if there are actual data on fracture parameters, friction coefficients and stress concentration near the working areas.

Forecasting rock burst hazard of tectonically disturbed ore massif at the deep horizons of Nikolaevskoe polymetallis deposit

The subject of the research is the stress-strain and rock burst hazardous state of the ore massif of the Nikolaevskoe polymetallic deposit, formed under the influence of complex mining-geological and mining-technical factors. The purpose of the research is to establish the peculiarities of the formation of technogenic stress fields at the deposit, which is characterized by a block structure, a complex tectonic system and the presence of a large volume of developed spaces. Volumetric geodynamic modeling of the stress-strain state of the massif at different stages of the development of the deep horizons of the deposit was carried out by collecting information on the structure, properties and geodynamic state of the rock mass. The assessment of stress changes taking into account the effect of hypsometry, the configuration of the selvages, the physical-mechanical properties of the ore deposit and host rocks, the presence of tectonic disturbances was made using the developed numerical algorithms, the automation equipment of the initial data and the PRESS 3D URAL software. The simulation made it possible to establish that tectonic faults in the massif lead to a qualitative change in the stress-strain state in certain parts of the ore massif and in the pillars, namely, the reduction of stresses along the tectonic faults and their growth in nearby pillars. The identified features of the distribution of stresses in the tectonically disturbed rock massif of the Nikolaevskoe deposit will allow to identify in advance potentially hazardous areas both at the planning stage of mining operations and during development, as well as to work out effective rock burst measures to increase the safety of mining. The results of research can be used in enterprises with similar mining-geological and mining-technical conditions.

Regularities of material destruction of the impactor in repeated single punch

The technique and the results of experiments on the study of the laws of the process of the cone-shaped tip of a freely falling impactor made of 38HM, U8, H12MF steels, subjected to typical heat treatment and additionally treated with cold, when they apply multiple (up to 10000) single impacts on granite under conditions approaching hydraulic impactor peaks. To explain the processes, we used the values of stresses σ к , arising at the contact area of the impactor and the rock, calculated using the developed mathematical model. It has been established that the process of wear of an impactor with multiple single blows proceeds in three stages separated by critical values, , which correspond to the strength characteristics of the material of the impactor demonstrated in these dynamic conditions. With a small number of strokes (n ≤ n * ) and the small size of the blunting area (stage I interaction) values σ c exceed of steel and it is exposed to local destruction at the contact site, which is recorded as a significant loss of the impactor’s mass; with n * < n ≤ n ** (stage II) the resulting stresses are not enough to destroy the material, but it is enough for its plastic deformation, accompanied by the movement of metal from the central part of the contact area to the peripheral and the destruction of part of the deformed metal by rock; with n > n ** (stage III) arising σ к do not reach the level and the decrease in the mass of the impactor is determined by the resistance of the steel to abrasion by the products of rock destruction, displaced by the impactor from the well. The treatment of impactors from all tested steels with cold leads to an increase in their wear resistance; The total depth of the holes punctured by the cold-treated H12MF steel impactor at the time of the interruption of the rock penetration is four times higher than that of the 38HM steel impactor subjected to typical heat treatment.

Analysis of the options of modernization of roller-bit drilling machines with a submersible steamer

The designs of submersible hammers and dampers protected by patents for reducing the vibration of the drilling rig of roller drill machines are proposed. The variants of modernizing drilling rigs for drilling hard rocks and faces of complex structures are considered. Particular attention is paid to the joint work of submersible shockers and pneumatic shock absorbers, the preferred schemes for the arrangement of these devices by drilling rigs are indicated. The results of experimental tests of machines with pneumatic hammers are presented to determine the vibration performance and drilling speeds. The pneumatic hammer allows increasing the speed of drilling process to the intensification of the destruction of the plain face by the shock load and the cleavage of the protrusions of the unevenness of the face, the better fitting of the bit to the face and the release of the blades or the bit pins from the drill bit. The choice of a particular type of damper or shock absorber depends on its design scheme and the possibility of changing the design of the drill string. With the complexity of installing a damping device in the mast (with significant dimensions of shock absorbers and drilling of strong heterogeneous rocks), it is advisable to use a set of tools to reduce hydraulic pulsations in the mains and cylinders of the hydraulic system by installing chokes in the oil plants and pneumatic shock absorbers. It is proposed to use the device for the development of pneumatic hammers by a patent-pending drilling method with a hollow piston filled with magnetically active heavy liquid, which will allow controlling the frequency and size of the shock pulses and partially compensating for the drill string fluctuations arising from the uneven immersion of the bit in the array . It is noted that the proposed solutions increase the drilling speed by an average of 15%.

Models for assessment of public-private partnership projects in subsurface management

Aims and goals of this paper. The article is devoted to analysis of issues related to development of public-private partnership (PPP) projects in mineral resources sector of Russia. The special emphasis is given to the most common PPP model in the field of industrial infrastructure construction using the Investment Fund of RF. We offer specific tools to be used with Russian models for assessment of PPP projects and forecasting of its efficiency for its participants. This model allows evaluating the results of the whole deposit development process, constructing graphs of all types of expenditures and revenues (by years), and having rent assessment of deposit NPV (net present value) and internal rent rate (IRR). Methods and results. The iteration process at each step enables assessment of budget revenue forecast, living standards indexes, ecological parameters and performance indicators, as well as a certain variant of PPP project implementation for investors (direct government expenses on implementation of infrastructure objects and environmental activities, tax benefits). We have a set of tools for supporting the management decision making process in developing efficient PPP mechanism, balancing long-term government interests, private sector and local people interests arising during socio-economic development of mineral resources area. This method using the suggested tools for analyzing efficiency of a specific partnership mechanism is shown on the examples of projects of developing different deposits in Transbaikal region.

Methodology of reducing rock bump hazard during room and rillar mining of North Ural deep bauxite deposits

The article describes practical experience of using room and pillar mining (RAPM) under conditions of deep horizons and dynamic overburden pressure. It was identified that methods of rock pressure control efficient at high horizons do not meet safety requirements when working at existing depths, that is explained by changes in geodynamic processes during mining. With deeper depth, the geodynamic processes become more intensive and number of pillar and roof failures increase. When working at 800 m the breakage of mine structures became massive and unpredictable, which paused a question of development and implementation of tools for compliance assessment of used elements of RAPM and mining, geological, technical and geodynamic conditions of North Ural bauxite deposits and further development of guidelines for safe mining under conditions of deep horizons and dynamic rock pressure. It describes reasons of mine structure failures in workings depending on natural and man-caused factors, determines possible hazards and objects of geomechanic support. It also includes compliance assessment of tools used for calculations of RAPM structures, forecast and measures for rock tectonic bursts at mines of OAO “Sevuralboksitruda” (SUBR). It describes modernization and development of new geomechanic support of RAPM considering natural and technogenic hazards. The article presents results of experimental testing of new parameters of RAPM construction elements of SUBR mines. It has data on industrial implementation of developed regulatory and guideline documents at these mines for identification of valid parameters of RAPM elements at deep depths.

Development of institute of financial control in construction

The article is devoted to the complex research of development of Institute of financial control in construction. Based on the analysis of approaches of researchers to definition of concept «financial control», sets out its objectives and importance. Identifies and describes the characteristic features of state and non-state financial control. To examine the existing mechanisms of financial control system in construction in General, to prevent violations and to create the basis for the adoption of specific management decisions, it is proposed to study three main areas. Special attention is paid to the analysis of the current legislation in the field of formation of financial control in the construction and practice of its application. Presents substantial changes in the legal regulation of the contract system in the sphere of procurement for state and municipal needs, including the adjustment of the scheme of carrying out of competitive procedures by the customer. In this regard, an important role plays the method of calculation of the final rating of participants of procurement procedures, allowing to determine the winner in accordance with predetermined criteria and their weighting factors. This area is also complemented by the consideration of issues related to the establishment of the procedure for the implementation of banking support contracts, allowing to provide the customer more effective control over the observance of contractual obligations with suppliers (contractors, performers). The conducted researches allow to draw a conclusion about the need to rethink and address issues related to efficiency of use of budget investments in objects of capital construction. In this regard, the main priorities of improving financial control in the construction industry to achieve the desired rates of economic development.

Reserch of modernized perforator-hammer for drifting special roadway the underground mines «Metrostroy»

The article describes the design of modernized hammer-perforators for tunnel complexes for construction of auxiliary mine workings of «Metrostroi», St Petersburg, protected by patents. The article deals with assembly variants of the executive device of percussion type for breaking faces of complicated structure. Particular attention is paid to hammers working in the mode of the «counter-shearing» accomplished by dual jackhammers. The results of experimental tests to determine pike penetration into rock array for different values of rock hardness and pressing force. It is noted that the proposed solution replaces manual labor, reduces working cycle time.

The anomaly of iron plasticity as a result of transformation at ~ 650 ºC

On the basis of six signs of the trip-effect, thermal effect as a result of four independent piec-es of researches, magnetic effect (diffusion change, as in the point of Curie), changes in hydrogen and carbon solubility and two dozens of anomalies based on temperature dependences of physical properties, conversion in iron at ~ 650ºC has been proven. The transformation enables to explain extreme products properties obtained as a result of isothermal transformation of austenite, step tempering, martensite vacation, anomalously high diffusion, appearance of stimulus to austenite recrystallization and other.

The mechanism of rock burst leading to ground destruction of mine openings

The article deals with the main issues of studying of one type of rock bursts which lead to gound destruction of coal mine openings. The research is focused on rock burst prediction. Some cases of rock bursts are analised. The paper points out factors affecting this kind of rock failure. It also presents some simulation models and numerical examples. The results of the research show that it is possible to plan safe mining operations under different mining and geological conditions.

Bump hazard evaluation of a rock mass area as a result of its seismic acoustic activity registration

Ore production in deep rock-bump hazardous mines is closely connected with the need to in-crease workers’ safety, which demands heavy costs of taking preventive shockproof actions and applying expensive protection systems against mountain blows. The article considers a resource forecasting technique and a bump hazard evaluation method for a rock mass area, based on a mi-cromechanical model, which registers acoustic emission of heterogeneous materials, and empirical data, obtained as a result of acoustic signals registration with the help of the model, aimed at seis-mic-acoustic activity evaluation at «Taimir» and «Oktyabrsky» rock mass areas, belonging to Norylsk industrial region.
