From import substitution to technological leadership: how local content policy accelerates the development of the oil and gas industry

Achieving technological sovereignty implies accelerating innovation and reducing import dependence. An effective tool for addressing these challenges is local content policy (LCP). The purpose of this study is to assess the impact of LCP on innovation activity in oil and gas companies and to provide recommendations for enhancing the effectiveness of this policy in Russia. The paper analyzes the influence of LCP on innovation levels in the oil and gas sector, drawing on examples from 10 countries. A positive short-term impact of LCP on innovation was identified in Brazil, Malaysia, and Saudi Arabia, with long-term effects observed in China and South Africa. Recommendations for improving the effectiveness of LCP in Russia are supplemented with a methodology for calculating the level of technological sovereignty. A refinement of the method for solving the «responsiveness» problem, incorporating the level of localization, has been proposed.

Assessment of the role of the state in the management of mineral resources
Mineral resources as natural capital can be transformed into human, social and physical capital that guarantees the sustainable development of a country, exclusively through professional public management. Public management of a country's mineral resource potential is seen as an element of transnational governance which provides for the use of laws, rules and regulations within the jurisdictional and sectoral capabilities of the state, minimising its involvement as a producer of minerals. The features of the ideology of economic liberalism, which polarises the societies of mineral-producing countries and denies the role of the state as a market participant, have been studied. The analysis of the influence of the radical new order of neoliberal world ideology on the development of the extractive sector and state regulation has been presented.

Development of technological solutions for reliable killing of wells by temporarily blocking a productive formation under ALRP conditions (on the example of the Cenomanian gas deposits)
Modern field operation conditions are characterized by a decline in gas production due to the depletion of its reserves, a decrease in reservoir pressure, an increase in water cut, as well as due to the depreciation of the operating well stock. These problems are especially specific at the late stage of development of the Cenomanian deposits of Western Siberia fields, where the anomaly factor below 0.2 prevails, while gas-bearing formations are represented mainly by complex reservoirs with high-permeability areas. When killing such wells, the classical reduction of overbalance by reducing the density of the process fluid does not provide the necessary efficiency, which requires the search for new technical and technological solutions. In order to prevent the destruction of the reservoir and preserve its reservoir properties during repair work in wells with abnormally low reservoir pressure, AO “SevKavNIPIgaz” developed compositions of special process fluids. A quantitative description of the process of blocking the bottomhole formation zone is proposed by means of mathematical modeling of injection of a gel-forming solution into a productive horizon. The well killing technology includes three main stages of work: leveling the injectivity profile of the productive strata using three-phase foam, pumping the blocking composition and its displacement with the creation of a calculated repression. Solutions obtained on the basis of a mathematical model allow optimizing technological parameters to minimize negative consequences in the well killing process.

Technological sovereignty of the Russian Federation fuel and energy complex

The review to achieve technological sovereignty of the Russian fuel and energy complex (FEC) in the ongoing geopolitical situation is presented in the article. The main scope has been to identify the key technology development priorities, restrictions and internal resources to overcome these utilizing the developed by the author the innovative methodology that consists of novel approaches to calculate level of local content, digitalization, business continuity andinteractions with military-industrial complex. Some organizational changes have been proposed to intensify the development of hi-tech products for the FEC and related industries, including establishment of the state committee for science and technology and the project office of lead engineers for the critical missing technologies. Two successful examples to utilize the described in the paper methodology is presented: the first domestic hydraulic fracturing fleet and polycrystalline diamond compact cutter bit inserts.

Technological mineralogy: development of a comprehensive assessment of titanium ores (exemplified by the Pizhemskoye deposit)
Technological mineralogy of titanium ores is the basis for assessing their complexity. It enables, from a unified standpoint, to trace the entire course of changes in mineral matter through operating procedures, including beneficiation, processing, and obtaining target industrial products. The study targets are Pizhemskoye ilmenite-leucoxene sandstones, which are distinguished by a complex polymineral composition. Along with the main ore components, there are other metals with different speciation (isomorphic admixture, independent mineral phases). The optimal set of mineralogical analysis methods for the predictive assessment of their further use is substantiated exemplified by titanium ores of the Pizhemskoye deposit, which are complex, noted for a variable content of iron oxides and contain rare earth metals. Examinations by X-ray phase analysis and scanning electron microscopy confirm that the main titanium phases of sandstones are pseudorutile and a polymineral aggregate, “leucoxene”. Considering the granulometric peculiarities of the magnetic and non-magnetic fractions of the gravity concentrate, the prospects of technologies for processing titanium raw materials are discussed. Along with the problems of obtaining high-quality raw materials, the transformations of mineral phases as a result of extreme impacts and their physicochemical properties as a consequence of isomorphic substitution of a part of Ti atoms with natural modifier agents (Fe and V) in the synthesis of titanium oxide nanostructures for industrial applications are considered (photocatalytic nanoreactor).

Morphometric parameters of sulphide ores as a basis for selective ore dressing
To assess the possibility of selective disintegration and reduction of overgrinding of hard-to-reproduce ores, optical microscopic and X-ray microtomographic studies were carried out and quantitative characteristics of morphological parameters of disseminated and rich cuprous ore samples from Norilsk-type Oktyabrsky deposit were identified. Among quantitative morphological parameters the most informative are area, perimeter, edge roughness, sphericity, elongation and average grain spacing for disseminated copper-nickel ores; area, perimeter, edge roughness and elongation for rich cuprous ores. The studied parameters are characterized by increased values and dispersion in ore zones, which is especially important for fine-grained ores, which are difficult to diagnose by optical methods. Three-dimensional modelling of the internal structure of sulphide mineralisation samples was carried out using computed X-ray microtomography, which allows observation of quantitative parameters of grains, aggregates and their distribution in the total rock volume and interrelationship with each other. The evaluation of rock pore space by computer microtomography made it possible to compare the results obtained with the strength characteristics of rocks and ores, including those on different types of crushers. The obtained quantitative characteristics of structural-textural parameters and analysis of grain size distribution of ore minerals allow us to evaluate the possibility of applying selective crushing at various stages of ore preparation

Study of the well near-bottomhole zone permeability during treatment by process fluids

In the process of drilling-in productive horizons, several irreversible physical and chemical processes take place in the near-wellbore zone of the formation: stress state of the rocks changes, penetration of the filtrate and solid phase, as well as drilling mud into the reservoir, and swelling of clay particles of intergranular cementing material are observed. As a result, permeability of productive horizon is significantly reduced and, consequently, potential inflow of oil or gas from formation is excluded. An equally serious problem exists during well servicing and workover, when the use of irrational fluids of well killing causes negative consequences associated with deterioration of reservoir properties of formations in the wells being repaired. Article presents the results of the experiments on permeability of clayed porous samples after exposure to various compositions of liquids. In order to increase permeability of near-borehole zone of the formation and increase productivity of wells completed by drilling, and after well servicing and workover, a composition of the process fluid containing a 15 % aqueous solution of oxyethylene diphosphonic acid (OEDA) with addition of a surfactant is proposed.

Development of the composition of the process fluid to eliminate bit seizure

During well construction, one of the most complicated types of accidents is the bit seizure as a result of which oil and gas companies incur significant losses due to the abandonment of a portion of the drill string in the well, cutting of an additional wellbore, and sometimes loss of the well. In the case of the elimination of seizure due to packing a positive result can be achieved by pumping portions of the process fluid into the seizure area. Destruction of the packer during the physicochemical effect of the process fluid, in general, allows for complete or partial softening of the packer, changing the pressure in the seizure area and significantly reducing the force required to release the stuck tool. The article presents the results of laboratory studies on the effect of various compositions of process fluids on the packer to eliminate the bit seizure. The effectiveness of the packer destruction was estimated by reducing the tangential stresses after the physicochemical effect of various compositions of process fluids for the same period. A 10% aqueous solution of hydroxyethylidene diphosphonic acid with an addition of 0.5% surfactant alpha olefin sodium sulfonate is recommended as a process fluid to eliminate packer seizures.

Studying the dependence of quality of coal fine briquettes on technological parameters of their production

The study characterizes the role of coal in the fuel and energy balance of the Far East Region and points out the issue of losses of coal fines in the processes of coal mining, transportation and processing. To solve the problem of losses of coal fines, the mined coal is sorted into different size classes and fuel briquettes are produced from coal fines. Physical foundations are presented in short of briquetting solid combustible mineral resources. The dependences and variations of briquette compression strength limit are studied vs. charge humidity and briquetting pressure. Optimal parameters are retrieved for briquetting coal fines. The principal technological scheme is given of the process of briquette production. The developed technological solutions include sorting regular coal and briquetting coal fines, as well as the involvement of technogenic carbon-containing wastes from the hydrolysis production lines, plus residuals from oil refining.

Development of institute of financial control in construction

The article is devoted to the complex research of development of Institute of financial control in construction. Based on the analysis of approaches of researchers to definition of concept «financial control», sets out its objectives and importance. Identifies and describes the characteristic features of state and non-state financial control. To examine the existing mechanisms of financial control system in construction in General, to prevent violations and to create the basis for the adoption of specific management decisions, it is proposed to study three main areas. Special attention is paid to the analysis of the current legislation in the field of formation of financial control in the construction and practice of its application. Presents substantial changes in the legal regulation of the contract system in the sphere of procurement for state and municipal needs, including the adjustment of the scheme of carrying out of competitive procedures by the customer. In this regard, an important role plays the method of calculation of the final rating of participants of procurement procedures, allowing to determine the winner in accordance with predetermined criteria and their weighting factors. This area is also complemented by the consideration of issues related to the establishment of the procedure for the implementation of banking support contracts, allowing to provide the customer more effective control over the observance of contractual obligations with suppliers (contractors, performers). The conducted researches allow to draw a conclusion about the need to rethink and address issues related to efficiency of use of budget investments in objects of capital construction. In this regard, the main priorities of improving financial control in the construction industry to achieve the desired rates of economic development.

Justification of kinematic and power parameters of rack and pinion gear for heavyloaded mining machines

The article contains the research findings on the justification of kinematic and power parameters of a rack and pinion system for heavy-loaded mining machines. The article points out that for a designer to find more reasonable constructive solutions it is advisable to carry out wear assessment of the designed gear at a design stage. Application of additional quality parameters of gearing is proposed, i.e. coefficients of acceleration and sliding velocity and the scoring resistance coefficient. Introduction of these parameters will allow choosing geometrical parameters of the designed gearing, which will possess the best kinematic and power character-istics and will be least inclined to wear.

Mining units quantity determination to achieve the established open cast output and averaging ore requirements

The balancing stripping ratio and ore production methods include simulation in order to reduce the prestripping waste and maintain a suitable space between each bench. The reliability analysis method of mining technological system in mine design is discussed in this paper. The probabilistic approach used here takes into consideration the uncertainty associated with estimation of most economic, mining and geological variables. This paper concerns the rational distribution of reserves which can be mined and waste advancing down the open cast site at steep pitch deposit.

Aspects in geomechanics and safety in exploration of solid mineral deposits

The paper deals with the aspects of safety in mining at the ore mine «Norilsk nickel», the Yakovlevsky iron ore deposit, the Verkhnekamsk potassium-magnesium deposit of salts. It was shown that with due account of state of mining at the objects related to the utilization of the Earth's interior, the normative-legal support of mining regulation in the field of geomechanics is rather actual and it requires researches into the activities of mining enterprises as well as in the control work carried out by supervisory bodies of Mining Supervision.
