Organizing mechanism for supplying free (rational) coal in Russia

The key ways of state supporting measures for coal industry reconstruction are considered in the paper. The supporting system of free (rational) coal for receiving aid workers household needs employed at closing up mines and open-pit mines is analyzed. The data characterizing fi- nancial amount of state supporting, the number of auctions for rational coal delivery as well as rate dynamics for rational coal distribution are given. The organizing scheme of cooperating elements of rational coal supporting system in Russia is proposed.

The analysis of development of concession arrangements in the metallurgical industry of Russia

Implementation of high and steady development rates of metallurgical industry is considerably connected with introduction of the mechanism of public-private partnership in the form of concession agreements. Concessions allow to degrade financial loading from the state by means of redistribution of risks between all participants; to establish rigid enough long-term legally issued connexion that allows participants of agreements to carry out strategic forecasting and planning of the activity. The concession form of managing is the effective tool of private capital attraction, including foreign in real sector of economy, including in metallurgy without loss of strategic control over the vital systems and objects. Peculiarities of geological risks consideration in making decision about investing in the exploration on scarce chrome ores

The insufficient volume of the assignments in exploration negatively affects on efficiency functioning of many industries and national economy as a whole. The most actual problem is the expansion of the mineral resource base of scarce natural resources, among which the most distinguished are chrome strategic raw materials. Geological risks are specific risks of exploration activities that have a significant impact on the volume of investments in the sector. In the article different definitions of geological risk are analyzed, its characteristics, ways for its assessment and management are considered. Methodical approaches to the analysis and an estimation of geodynamic risks are offered. The system structure of geodynamic monitoring of extraction, storage and pipeline transportation of the hydrocarbonic raw materials is developed for the western sector of the Russian Arctic, considering tectonofizical features of region and including complexes of natural measurements, modelling and expert estimations.

Prospects for Russian-Norwegian cooperation in developing arctic continental shelf

For geographic, economic and historical reasons, Russia and Norway tend to be natural partners in the development of Arctic offshore petroleum resources. The article outlines key potential areas of such cooperation: joint prospecting and development of oil&gas fields (including new opportunities arising from the recent delimitation of the Barent Sea), supply industry, applied study of the ‘Norwegian model’ for managing petroleum cluster, cooperation in petroleum-related education. Practical examples are given, including notably the experience of Shtokman Development AG, the first JV with Russian and Norwegian investments to develop a natural gas field in the Arctic.

Development of Shtokman gas and condensate field – pioneer project on the Russian Arctic shelf

Article shows spectrum of questions related to the development of Shtokman Gas & Condensate Field at Barents sea. Basic technical & economical issues, main approved technological solutions same as the role of Shtokman project for providing of energetic security are high-lighted. Main priorities for involving suppliers and contractors into the project are specified and basic criteria for participation of suppliers into tender procedures are formulated. The considerable attention is paid for ecological safety same as security of life and health of the employees, participated into project realization.

Institutional aspects of a regional geological survey on the continental shelf of the Russian Federation

Comprehensive analysis of different institutional models of investments is given for regional geological survey of the Continental Shelf of the Russian Federation. Specific risks of any specific investment model is described. State, general corporate and junior companies models are discussed. National Operator of Marine Petroleum Geological Surveys (NOGS) model is suggested as a reasonable pathway to decline risks and achieve mutual effectiveness of state and private investments. NOGS mission and some functional features as a state-owned public limited company opened for both portfolio and project private investments are shown.
