Abstract

In the article the administrative and legal regime of granting of a right to use subsurface mineral resources is considered  and causes of  its low economic efficiency are revealed. Based on this analysis it is suggested to transform the state policy in mineral resource complex from short-to long-term pattern of  behavior.
