Improving the procedure for group expert assessment in the analysis of professional risks in fuel and energy companies

The lack of a unified approach to the assessment of professional risks in fuel and energy companies (FEC) in the national regulatory environment and a high degree of subjectivity of the results of hazard identification and risk assessment makes mathematically sound recruitment of an expert group urgent and necessary. The article presents the results of a comprehensive study on hazard identification and risk assessment at 6,105 workplaces in 24 branches of a FEC company based on the application of the expert assessment method and a scientifically sound qualitative and quantitative selection of experts. The priority vectors of factors are determined, global priorities are calculated, the size of the expert group (15 persons) is determined and mathematically substantiated for carrying out hazard identification and risk assessment at workplaces with sufficient reliability of results. For the first time, a set of factors characterizing the FEC companies that influence the determination of professional competence of experts is proposed. The formed expert group presented more precise, objective and consistent results of risk assessment. Standards for free distribution of personal protective equipment (PPE) and wash-off agents to 7,234 company employees for implementation and trial use were developed. A fragment of the results obtained for a driller's workplace is presented. This approach allows a significant increase in objectivity and efficiency of the professional risk management system and provision of the PPE to employees in the concept of a risk-oriented approach helping to prevent industrial injuries and improve the level of occupational safety culture in fuel and energy companies taking into account global practice.

Preparation and use of complex titanium-containing coagulant from quartz-leucoxene concentrate

The search for the new high-efficiency reagents for wastewater treatment is a challenging and urgent task. Titanium-containing coagulants represent a new trend in water treatment and have a much higher efficiency that the traditional aluminium and iron-containing coagulants. The high cost of reagents significantly hinders their implementation. Complex titanium-containing reagents are coagulants prepared by modifying the traditional coagulants by adding 2.5-10.0 wt.% titanium compounds. In this work, titanium tetrachloride prepared from quartz-leucoxene concentrate was prehydrolyzed with subsequent double decomposition with sulfuric acid. The resulting mixture of hydrochloric and sulfuric acids was neutralized with aluminium hydroxide/oxide to form a self-hardening mixture (chemical dehydration). The sample of a complex sulfate-chloride titanium-containing coagulant was a mixture of AlCl3·6H2O – 5-20 wt.%, Al2(SO4)3·18H2O – 70-90 wt.% and TiOSO4 – 2.5-10.0 wt.%. It was proved that by changing the ratio of aluminium oxide/hydroxide and titanium tetrachloride at the stage of prehydrolysis and double decomposition, it is possible to obtain samples of a complex coagulant with different contents of the modifying additive of titanium compounds. An assessment of the coagulation properties of the complex reagent demonstrated its higher efficiency in cold water compared to aluminium sulfate. Studies on the use of the complex titanium-containing coagulant in the process of wastewater treatment from phosphate anions and suspended matter demonstrated its higher efficiency as compared to that of traditional reagents. The advantages of the prepared reagent are a reduction in the effective dose of the reagent, minimization of residual concentrations of pollutants in purified water, intensification of the processes of sedimentation and filtration of coagulation sludge. Purified water can be reused in the recycling water supply system. The use of quartz-leucoxene concentrate and titanium tetrachloride obtained from it as the source material would not only minimize the cost of the resulting complex coagulant, but also take a step towards the implementation of the Zero Waste concept.

Methodology for managing energy development of production facilities in the gas industry

The current stage of Russia's development is characterized by dynamic changes in the operating conditions of gas industry enterprises, which leads, among other things, to significant adjustments in approaches to the development of energy production facilities. The article examines on the system level the ways to improve energy supply, taking into account the goals and objectives of the development of production facilities from the conditions of solving a single technological problem of the gas industry – high-quality gas supply to consumers. The optimal functioning of energy supply systems, taking into account the peculiarities of technological processes at production facilities, presupposes the development models coordination of production facilities energy complexes with the gas industry enterprises parameters based on an integrated unified information space at all stages of their life cycle. The structure of production facility energy complex and the connections of its elements with related systems are justified taking into account the purposes of their creation and the requirements for production facilities. Problem solving for each system element as well as the exchange of information between equivalent systems is done on the basis of a developed hierarchy of optimization problems adjusted depending on the type of tasks of energy supply improvement of a production facility. Determining the values of parameters and indicators of energy complexes, as well as optimizing the lists and content of work to improve the energy supply of production facilities, is planned to be carried out in accordance with the methodology under consideration using a set of mathematical models.

Current state of above-ground and underground structures of the Alexander Column: an integral basis for its stability

The Alexander Column as a compositional center of the architectural ensemble of Palace Square in Saint Petersburg, Russia, has always been a matter of concern for both the public and specialists due to progressive deterioration of its granite shaft caused by crack formation. The article examines previous studies related to the inspection and restoration of the column's shaft and other parts above ground level, as well as reasons for crack initiation and propagation in the column. An analysis was performed on the anomalies in the Fennoscandian Shield and the structural-tectonic conditions at the Montferrand quarry site, revealing the presence of faults and circular features within the studied area. The research considers N.Hast's measurements of excess tectonic stresses in anomaly zones (southeastern Finland), which acted horizontally and resulted in the development of tensile cracks within the granite massif and later in the column’s shaft after its installation. The most dangerous type of deformation for the Alexander Column is its tilt in the northeast direction, recorded in 1937 and 2000. The article analyzes the construction features of the column's foundations and additional underground elements, as well as soil and groundwater characteristics based on archival data. The contamination history of the underground space is taken into account, and an analogy-based method is used to assess the engineering-geological and hydrogeological conditions of the underground load-bearing structures within the placement zone of the Alexander Column and the New Hermitage buildings. The results of visual observations on the nature of deterioration and deformation of the pavement around the monument, as well as its pedestal, indicating the development of uneven settlement of the foundation, are presented. The article concludes with general recommendations for organizing and implementing comprehensive monitoring to forecast the deformation dynamics of the Alexander Column.

An innovative approach to injury prevention in mining companies through human factor management

This study argues that human error has an effect on occupational injury risks in mining companies. It shows through an analysis of existing approaches to occupational risk assessment that it is necessary to develop a quantitative assessment method factoring in individual psychophysiological attributes in order to analyze injury risks posed to miners. The article presents the results of a comprehensive analysis of how workers’ psychophysiological attributes influence their susceptibility to occupational injuries in underground mining conditions. By utilizing statistical data processing methods, such as discriminant and regression analysis, the study develops models to forecast personal injury risks among miners. These quantitative models underlie the proposed method for assessing miners’ susceptibility to injuries. The study outlines an algorithm for the practical application of this method and shows how the method was validated using a training sample. It provides recommendations for managing the human factor, incorporating the results of the proposed method, and emphasizes the importance of implementing a series of protective measures to mitigate the risk of occupational injuries in underground mining operations.

Application of the cybernetic approach to price-dependent demand response for underground mining enterprise electricity consumption

The article considers a cybernetic model for the price-dependent demand response (DR) consumed by an underground mining enterprise (UGME), in particular, the main fan unit (MFU). A scheme of the model for managing the energy consumption of a MFU in the DR mode and the implementation of the cybernetic approach to the DR based on the IoT platform are proposed. The main functional requirements and the algorithm of the platform operation are described, the interaction of the platform with the UGME digital model simulator, on which the processes associated with the implementation of the technological process of ventilation and electricity demand response will be simulated in advance, is shown. The results of modeling the reduction in the load on the MFU of a mining enterprise for the day ahead are given. The presented solution makes it possible to determine in advance the necessary power consumption for the operation of the main power supply unit, manage its operation in an energy-saving mode and take into account the predicted changes in the planned one (e.g., when men hoisting along an air shaft) and unscheduled (e.g., when changing outdoor air parameters) modes. The results of the study can be used to reduce the cost of UGME without compromising the safety of technological processes, both through the implementation of energy-saving technical, technological or other measures, and with the participation of enterprises in the DR market. The proposed model ensures a guaranteed receipt of financial compensation for the UGME due to a reasonable change in the power consumption profile of the MFU during the hours of high demand for electricity, set by the system operator of the Unified Energy System.

Carbon capture and storage: net zero contribution and cost estimation approaches

Carbon capture, utilization, and storage (CCUS) are a combination of necessary and promising technologies that can help reduce CO2 emissions, which are not used on a large scale due to the high cost of solutions. This article aims to review and analyze carbon capture and storage (CCS) projects in terms of their net zero contribution and cost estimates. The study identified a wide range of cost estimation methods that can be applied to CCS projects and revealed such issues as a lack of standardization, limited data, and cost data variability. Still, several common trends were found, including the classification of CCS adopters into low-cost and high-cost industries, cost estimation by CCS step (capture, transportation, storage) and industry (power generation, other sectors), and calculation of relative indices to make comparisons with other decarbonization options. The results of the study can serve as a foundation for developing approaches to estimating the costs of CCS in Russia, which are necessary for planning government support measures and involving businesses in the implementation of these initiatives.

Assessment of the efficiency of occupational safety culture management in fuel and energy companies

The results of development, testing and implementation of the process of occupational safety culture management in a fuel and energy company including the assessment of current state, assessment of deviation, formation of control action and its implementation are presented. Using the methods of mathematical analysis, the components of occupational safety culture and criteria for their evaluation were developed. As a control action, a procedure for conducting behavioural safety audit was elaborated and implemented. Proceeding from the results of analysing average ratings of safety culture components among the employees prior to and after the introduction of behavioural safety audit, it was concluded that there was a statistically significant increase in the average values of 12 out of 16 ratings of safety culture components. Analysis of the results of 1,011 audits showed the absence of an “alarm area” at the enterprise. Introduction of the developed process management model promotes an increase in the efficiency of attaining a high level of occupational safety culture in fuel and energy companies.

Vs sustainable development: scenarios for the future

Issues of sustainable development began to concern mankind starting from the 20th century, when mass industrialization and the depletion of natural resource potential contributed to the formulation of environmental issues at one of the leading places in scientific discourse. However, what if the goals of sustainable development would not be achieved to 2030? What other way we can identify for humanity to survive? So, the study is about the problems of studying the understanding of the term “sustainable development”, considering the evolution of the formation of the concept of sustainable development and analyzing the modern goals of sustainable development for attainability. From an analysis of domestic and foreign experience, possible scenarios of the development of mankind are identified (such as 1. Creating an environmental framework, 2. Implementation of sustainable nature management practices in the conditions of natural and man-made objects, 3. Implementation of “geoengineering projects”, 4. Construction of autonomous ecosystems, 5. Space exploration in search of a new planet for life, provided that the goals of sustainable development would not be achieved. It has been established that today probability of achieving all the sustainable development goals by 2030 is too small, and the indicated scenarios require, firstly, the development of science and technology, and secondly, a competent assessment of the value of nature and solving the issue of specifying property rights for natural goods.

Integrated mining projects in underdeveloped territories of Russia: substantiation of implementation parameters

Complex mining projects, as a rule, have significant economic and social impact on the territory, sometimes entire regions where they are implemented. Consumers of their implementation effects are population, government, buyers, lenders and other stakeholders. Therefore, development of transport infrastructure in integrated projects for development of mineral deposits should have state support, forms of which are very diverse. In Russia parameters of concession agreements for construction of transport infrastructure, carried out in conjunction with projects for development of mineral deposits, are not regulated or justified. Aim of the work is to develop an organizational model and justify parameters of concession agreement for construction of the railway as a key element of transport infrastructure necessary for successful implementation of the project for development of a large coal deposit in a low-developed region. Research methods are: strategic, institutional, investment analysis, modeling and forecasting methods. The article proposes an approach to justification of technical, economic and financial parameters of concession agreement implemented during realization of an integrated mining project. As a result of the study, a concession agreement model was developed for construction of railway section as part of an integrated mining project, including development of a deposit and construction of a mining and concentrating company.

Development of an occupational safety management system based on the process approach

The article discusses the relevance and possibility of using the process approach in the development and implementation of occupational safety management systems based on GOST 12.0.230-2007, which is the main document in this area for all industrial enterprises and organisations of the Russian Federation. The system of occupational safety management in the organisation is considered taking into account all its internal communications and input-output parameters. It is shown that the process approach used in the design of the occupational safety management system in the organisation, allows categorising the list of works (processes), participants, resources (responsible, performers, documents, etc.), the control and correction processes. The methodological substantiation of the process approach to the design of the occupational safety management system in the organisation is given, the basic issues of its applicability are considered. A context diagram of the process of an occupational safety management system is drawn in the IDEF0 graphical notation by means of the SADT structural analysis technology. The decomposition of the context diagram to the required levels of detail is presented and the balance factor of the models is calculated.

Major trends in efficiency upgrading of the economic activity in the Arctic zone of Russian Federation

Organization of efficient economic activity in the Arctic zone requires development of human potential, transport infrastructure, exploitation of natural resources under the conditions of greatest possible environmental safety. In order to choose preferable trends of economic development and to provide efficiency of operations in the Arctic zone it is crucial to perform research in the areas of industrial efficiency upgrading and rational use of fuel, energy, mineral, chemical and biological resources of the Ocean and littoral areas of Russian Arctic. The paper analyzes major trends in the research on increasing economic efficiency of operations aimed at territory development in the Arctic zone. The authors justify the need to examine economic problems of rational resource use in the Arctic zone of Russia based on the proposed system of resource-estimation indicators and their application in establishing a mechanism of rational resource use with a due regard to protection of the marine environment. The paper also focuses on methodological problems of the target programme approach to complex development of the Arctic zone, creation of target programmes, industrial development and rational use of natural resources. The authors give rationale for the key task in this area – development of methodological principles of forming federal and regional target programmes, aimed at exploration, exploitation and rational use of natural resources in the Arctic zone of Russian Federation. An analysis is provided that focuses on the problems of creating a scientifically justified hierarchical system of programmes and regional regulations, creation of a scientific information data bank and other methodological issues.

The article deals with issues of necessity of training and development of working staff for construction industry of Russian Federation for creation of competitive construction industry, meeting the high quality and efficiency standards, working in basis of modern financial and economic, technical and management mechanisms. One of the ways to solve this task of innovative development is modernization of architectural and building design, in particular implementation of BIM technology enabling making efficient decisions at all stages of building and structures life cycle – from investment concept till operation and even demolition. In relation to this the industry demands highly qualified workers and engineers (bachelor students) being able not only to get new knowledge but to use them for solving practical tasks of modern construction industry and market.
