The use of unmanned aerial photography for interpreting the technogenic transformation of the natural environment during the oilfield operation
The traditional approach to monitoring observations of the technogenic processes development in oilfields, which consists in determining the concentration of marker pollutants in various natural environments, does not provide the necessary completeness of information and the efficiency of its receipt. The paper considers an example of expanding the range of observations due to unmanned aerial photography and a number of other methods. Interpretation signs (for panchromatic survey) were determined that register such consequences of technogenic transformation of the natural environment as mechanogenesis, bitumization, and halogenesis. Technogenic mechanogenesis is understood as a physical violation of the integrity of ecosystems, the movement of soils and grounds. Bitumization is expressed in the migration of petroleum hydrocarbons through soils, ground, surface, subsurface, and underground waters, and their destruction. Salt migration in these media is defined as halogenesis. The most reliable indicators are linearly elongated areas of dead forests, dark red spots in drying microdepressions and reservoirs. It was found out that the oilfield impact on the raised bog leads to anthropogenic eutrophication, the introduction of plant species, uncharacteristic coenotic groups, the replacement of subshrubs with grasses, and morphometric changes in forest pine. In the peat deposits of the disturbed area, an unusual interlayer of whitish, undecomposed moss was recorded. The moment of the beginning of a pronounced technogenic transformation was registered in the course of work with the archive of multispectral space images. Continuous remote sensing with the help of unmanned aerial photography and interpretation by sedimentological, geobotanical methods significantly expand the possibilities of studying the technogenic transformation of the natural environment. To ensure environmental safety, it is advisable to develop remote methods and technologies to include them in the environmental monitoring system.

Study of a set of factors influencing the error of surveying mine facilities using a geodesic quadcopter
The factors influencing the qualitative and quantitative components of the result of surveying in open-pit mining using a quadcopter were identified and systematized, and the mathematical dependence of the influence of factors on the final error of surveying was determined. After a large number of field observations – numerous flights of a geodesic quadcopter over mining facilities – the subsequent mathematical justification of the results of the aerial photogrammetric surveying was made, which allowed to analyze the degree of participation in the final accuracy of the survey of each of the considered factors. The results of this study demonstrate the source of errors, which provide the surveyor with the opportunity to efficiently and competently carry out pre-flight preparation and planning of fieldwork. The study and subsequent consideration of the factors affecting the accuracy of surveying with the use of an unmanned aerial vehicle are the basis for the subsequent development and formation of a methodology for using a geodesic quadcopter in the conditions of open-pit mining.

Assessment of negative infrastructural externalities when determining the land value

The work forms and substantiates the concept of land value, based on a new institutional theory. The infrastructural component of the cost of land in the presented concept determines, on the one hand, the efficiency of the use of natural resources, properties, demand for land on the market, on the other hand, the costs, which are determined not only by capital investments in construction of engineering infrastructure, but also by losses associated with restrictions on activities within zones with special conditions for territory use, creation of unfavorable conditions for economic activity, small contours, irregularities and others on a specific land plot, which are external negative infrastructural externalities that create losses of rights holders of land plots that are not compensated by the market, falling within the boundaries of these zones. Methods for assessing the impact of such negative infrastructural externalities on the cost of land encumbered by zones in different conditions of land market activity have been developed and tested, based on an expert-analytical approach (depressed market); the ratio of market values of land plots encumbered and unencumbered by a specific zone, and qualimetric modeling (inactive market); modeling by introducing into the model the factor of presence of zones with special conditions for territory use, based on the grouping of zones according to similar regulations for use, or by introducing the parameters of this factor (active market). Methods for taking into account spatial deficiencies and compensating for restrictions and prohibitions on activities on the territory of land plots with an individual market assessment are proposed.

Metrological support of monitoring systems based on unmanned aerial vehicles

The article discusses the fields and methods of application of unmanned aerial vehicles (UAV). Current legislation in Russia and in the world, significantly limit the use of UAV in monitoring. For the first time, we present a solution to the problem of a monitoring measurement system included in the state register of measuring instruments using the example of the basic UAV model. We conducted an analysis of promising approaches to the creation of UAV metrological and methodological support, as well as ways to adapt their target load to meet the challenges of operational monitoring of air pollution.

Game theory model of state in-vestment into territories of advanced development in the regions of mineral resources specialization

Historically developed and non-compliant with modern conditions, the structure of industry placement and related inequality in economic development of certain territories are additional negative factors that hinder economic development of the country. Hence, the search for new organizational forms and methods of territorial development, facilitation of industrial growth in regions with mineral resources specialization become more and more relevant. Another no less important issue is justification of economic feasibility of using such tools and assessment of critical consequences of their application. Suggested by the authors, game theory model of state investment into territories of advanced development describes the method of limited resources distribution and becomes an instrument to assess the feasibility of investment into creation of advanced development territories under the conditions of insufficient information and actions of specific interest groups. Application of the suggested game theory model of state investment into creation of advanced development territories allows to forecast behavior of program participants, to model consequences of management decisions both for government structures and separate program participants.

Project finance for strategic investment projects of mining corporations

A strategic project realization in large companies leads to long-term competitive benefits, but is very costly, has high risks and complicated structural arrangement. Long payback period, high debt and risk burden result in the necessity to use project finance facilities. The research aims to find out conditions and justify the possibility of the use of project finance in Russian mining companies in terms of the new legal framework. Characteristics of projects requiring the use of project finance are determined. The article clarifies the principles and definition of project finance. Specific risks and realization problems of project finance in the Russian context are analyzed. A comparison between the Russian legal framework of project finance and regulation in foreign countries is made; examples and problems in the Russian project finance practice are shown. The results can be used by mining companies for justification of the optimal financial strategy for major investment projects realization.
