From import substitution to technological leadership: how local content policy accelerates the development of the oil and gas industry

Achieving technological sovereignty implies accelerating innovation and reducing import dependence. An effective tool for addressing these challenges is local content policy (LCP). The purpose of this study is to assess the impact of LCP on innovation activity in oil and gas companies and to provide recommendations for enhancing the effectiveness of this policy in Russia. The paper analyzes the influence of LCP on innovation levels in the oil and gas sector, drawing on examples from 10 countries. A positive short-term impact of LCP on innovation was identified in Brazil, Malaysia, and Saudi Arabia, with long-term effects observed in China and South Africa. Recommendations for improving the effectiveness of LCP in Russia are supplemented with a methodology for calculating the level of technological sovereignty. A refinement of the method for solving the «responsiveness» problem, incorporating the level of localization, has been proposed.

Methodology for thermal desorption treatment of local soil pollution by oil products at the facilities of the mineral resource industry

The analysis of the main environmental consequences of leaks and local spills of petroleum products at the enterprises of the mineral resource complex is presented. It is established that the problem of soil contamination with petroleum products at the facilities of the mineral resource complex and enterprises of other industries is caused by significant volumes of consumption of the main types of oil products. Based on the results of the author's previous field research, a series of experiments was carried out, consisting in modeling artificial soil pollution with petroleum products such as gasoline, diesel fuel, highly refined oil, motor oil, and transmission oil, followed by their purification by heat treatment at temperatures of 150, 200, and 250 °C. The 250 °C limit of the heating temperature was set due to the need to partially preserve the structure and quality of the soil after heat treatment to preserve its fertility. When the processing temperature rises to 450 °C, all humates are completely burned out and, as a result, productivity is lost. Confirmation is provided by the results of experiments to determine the humus content in uncontaminated soil and soil treated at different temperatures. It was found that at a maximum processing temperature of 250 °C, about 50 % of the initial organic carbon content is preserved. According to the results of the conducted experimental studies, the dependences of the required processing temperature on the concentration of petroleum products to reduce the concentration of petroleum products to an acceptable level have been established. The methodology of thermal desorption cleaning of soils with varying degrees of contamination at enterprises of the mineral resource complex is presented.

Methodology for testing pipeline steels for resistance to grooving corrosion

The methodology for testing pipeline steels is suggested on the assumption that for the destruction of pipes in field oil pipelines by the mechanism of grooving corrosion the simultaneous fulfillment of such conditions as the occurrence of scratches on the lower generatrix of the pipe, eventually growing into a channel in the form of a groove, emulsion enrichment with oxygen, presence of pipe wall metal in a stressed state, presence of chlorine-ion in the oil-water emulsion is required. Tests are suggested to be carried out in 3 % aqueous solution of NaCl with continuous aeration by air on bent plates 150×15×3 mm, made of the analyzed steel, the middle part of which is under the action of residual stresses σ res , close to the level of maximum equivalent stresses σ eqv in the wall of the oil pipeline, with the presence of a cut on this part on the inner side of the plate as an initiator of additional mechanical stresses. Using the value of the modulus of normal elasticity of the analyzed steel, the degree of residual strain of the elastic-plastic body from this material, corresponding to the value σ res ≈ σ eqv is calculated, based on which the plates are bent to the required deflection angle, after which the cut is applied to them. After keeping the plates in the corrosive medium for each of them the increase in depth of the cut as a result of corrosion of the walls by the corrosive medium is analyzed, from which the rate of steel K by the mechanism of grooving corrosion is calculated taking into account the duration of tests. Corrosion rate values for two pipe steel grades determined by the suggested procedure are given. The comparison of K values obtained leads to the conclusion about the higher resistance to grooving corrosion of 09G2S steel.

Theoretical aspects of the technical level estimation of electrical engineering complexes

The results of the analysis of methods allowing to evaluate the technical level of the electro technical complex (ETC) are presented and an original technique based on the application of the integral indicator is presented. The characteristic of each stage of the technique is given. The proposed scientific and methodological apparatus for assessing the technical level of the ETС is illustrated by the examples of the executive elements of the ETC comparison (internal combustion engines) using an integral quality index that links both the main characteristics of the samples and the means spent for achieving them. The proposed approach for assessing the technical level and quality of the ETC on the basis of an integral indicator should be carried out already at early stages of the life cycle when solving the following problems: the rationale for the economic feasibility of developing new or improving the quality of the produced ETCs; choice of the best option for the developed ETC; justification of requirements for the ETC; decision-making on the establishment and removal of ETC from production; substantiation of the rules of operation of the ETC in various conditions.

Methodology of reducing rock bump hazard during room and rillar mining of North Ural deep bauxite deposits

The article describes practical experience of using room and pillar mining (RAPM) under conditions of deep horizons and dynamic overburden pressure. It was identified that methods of rock pressure control efficient at high horizons do not meet safety requirements when working at existing depths, that is explained by changes in geodynamic processes during mining. With deeper depth, the geodynamic processes become more intensive and number of pillar and roof failures increase. When working at 800 m the breakage of mine structures became massive and unpredictable, which paused a question of development and implementation of tools for compliance assessment of used elements of RAPM and mining, geological, technical and geodynamic conditions of North Ural bauxite deposits and further development of guidelines for safe mining under conditions of deep horizons and dynamic rock pressure. It describes reasons of mine structure failures in workings depending on natural and man-caused factors, determines possible hazards and objects of geomechanic support. It also includes compliance assessment of tools used for calculations of RAPM structures, forecast and measures for rock tectonic bursts at mines of OAO “Sevuralboksitruda” (SUBR). It describes modernization and development of new geomechanic support of RAPM considering natural and technogenic hazards. The article presents results of experimental testing of new parameters of RAPM construction elements of SUBR mines. It has data on industrial implementation of developed regulatory and guideline documents at these mines for identification of valid parameters of RAPM elements at deep depths.

Justified selection of a seam degassing technology to ensure safety of intensive coal mining

The paper contains main aspects of methodological approach to objective analytic assessment of maximum permissible output of the mine faces from the viewpoint of gas factor. Analytic forecast is centered around the assessment of methane inflow into the face area from all possible sources, based on fundamental physical laws, modern tools of mathematical modeling and in-situ tests of main properties and state parameters of the gas-bearing coal formation. Objective and reliable estimation of permissible outputs is a starting point for justified selection of a seam degassing technology, that has to be based on time factor and predicted value of gas recovery from a coal seam to a degassing well. Recommendations have been formulated on the selection of degassing technology for the coal seam «Boldyrevsky» of the Kirov mine, based on the use of cutting-edge technological schemes (hydraulic fracture, carried out from development workings, etc.), successfully implemented on the mentioned site.

Formation and development of theoretical principles for mineral resources logistics

Market transformations in Russia became foundations for formation and development of a new scientific and practical field in economics – logistics. Out of more than 30 existing definitions of logistics the authors according to their opinion have chosen the most appropriate. Logistics of mineral resources should be attributed to production (industrial) logistics. It is a proven fact that processes of supply chain management in mining industry and its infrastructure in the framework of mineral resources chain have some fundamental distinctions. Importance of material resources recycling in theory and practice of mineral resources logistics has been highlighted. Special features of merchandise assortment and classifications in the mining industry have been examined in conjunction with substantial contents of material flow. Special consideration has been given to relevant issues in the field of price formation for mining produce, in the view of specific relations between its costs and logistic procurement of the industry. Moreover, questions of inventory control in the mining industry, activity of commodity exchanges, management of mining logistics system have been addressed.

Theoretical and methodological bases of forming a program management system for integrated development of a region

This article deals with theoretical and methodological bases of forming a program manage-ment system for integrated development of a region. The idea of a program-based management system based on a system of socio-economic transformation is presented. The given bases include monitoring emerging trends in the program management for integrated development of a region of the Russian Federation on basic parameters and involve control of the management process. Geotechnical monitoring in cryolite zone. Ecological or industrial safety

The article contains the principal methodological points of the technology of geotechnical monitoring of engineer constructions in the cryolite zone. By way of practical example it was shown the efficiency of its application for reduction of risks in the industrial and economic activities of Gasprom Co by means of creation of numerical models of stability of ground basements and foundations, timely control of mechanical safety of buildings and constructions, qualitative substantiated numerical forecasting and potential variant modeling of aftereffects of technical decisions for stabilization of a situation. Geotechnical monitoring in contrast to the industrial production ecological monitoring is the technology for control of mechanical safety of buildings and constructions at the stages of their designing, construction and exploitation.
