A complex strategy of development of the mining enterprise is impossible without social aspect, because the mining enterprises for a number of territories are the only employers. So a subject of strategic management is the production relations and economic interests of the managing subjects. If we want the system of interests to be coordinated, it is necessary to create conditions when different interests of managing subjects would be coincided with the company purposes.

The concept of strategic planning for the development of mining enterprises in the northern regions

The processes of reforming the mining industry have reached the greatest acuteness in the northern regions. The situation in the Kirov-Apatit district is indicative, allowing us to study the most typical processes taking place in the mining industry during the transition period. The socio-economic situation in the region is largely determined by Apatit's operations, the results of which determine stable tax revenues, the preservation and creation of jobs, and support for the infrastructure of the region's towns and villages. A systematic approach to the socio-economic potential of Apatit is necessary to improve the efficiency of production and economic activities and the sustainability of Apatit. Due to the multifaceted nature of the company's operations, sustainable development requires the implementation of a comprehensive socio-economic development program for the company that takes into account the socio-economic interests of all participants of economic activity.

New technologies in the oil industry

Russia has developed a predominantly raw-material way of industry and economy, respectively, the infrastructure and production potential are focused primarily on the basic industries, i.e. extraction, processing and further processing of mineral resources. Stabilization of the volume of oil and gas production is the basis of the sustainable development of the country. The oil industry has an arsenal of technologies, completion and mass application of which on the scale of the industry will be able to radically improve the efficiency of oil reserves development. These include the development of deposits by a system of horizontal and horizontal-branch wells, different types of hydraulic fracturing, physical and chemical, thermal, vibration and vibroseismic methods, etc. An analysis of the results of the application of new technologies in almost all oil producing regions of the country is presented.

Economic prerequisites for the introduction of downhole seismoacoustic impact technology on productive formations to enhance their oil recovery

The gross value of raw materials extracted from the subsoil in Russia varies from $95 billion to $105 billion per year, depending on the price situation. About 80% of this amount is provided by the main types of fuel and energy raw materials, which are export-oriented products. Therefore, stabilization of oil and gas production is the basis of sustainable development of the country. Currently, the technological level of hydrocarbon production has decreased: up to 50% of oil remains in the subsurface. Most of the widely used methods of intensification of oil and gas fields development are very expensive and often their use is unprofitable. For a more complete extraction of hydrocarbons from the formation, the department of geophysical and geochemical methods of prospecting and exploration of mineral deposits of St. Petersburg Mining Institute under the direction of A.A. Molchanov has developed downhole equipment “Pritok-1”. Technology of downhole seismoacoustic influence on productive formations is ecologically safe and is notable for minimal expenses of material resources. As the result of injection well processing the injectivity rate increases up to 200 % (by 78.4 % on average); the flow rate of the development wells increases on average by 148.7 %, and the oil production rate increases by 30-260 % (by 48.4 % on average); the oil recovery from the idle well reaches minimum 2 t/day. Taking into account the results of “Pritok-1” treatment of a number of wells in Western Siberia, Bashkortostan and Tatarstan, taking oil price as $22 per barrel, we can forecast the effect from the introduction of this technology in the amount of about $25.45 billion per year.

Problems of investing in geological exploration

Russia has developed a predominantly raw-material way of industry and economy, and the created infrastructure and production potential are focused primarily on the basic industries, i.e. extraction, processing and further processing of mineral resources, the last 5 years the volume of mineral production is replenished by geological exploration only by 40-60%. Depletion of the created reserve and falling below the critical level of technological and intellectual capacities of geological exploration and related industries actualizes the problem of attracting investments not only because of the instability of the economy as a whole, but also in connection with the specifics of subsoil use: a high degree of risk exploration, a long payback period of investments made, high stock- and capital-intensive process, the degree of equipment wear, which is almost 60 %, a chronic lack of circulating assets. Cooperation with international financial organizations was aimed at creating favorable conditions for private investor. Foreign investors, as well as domestic ones, in the majority of cases are interested, first of all, in raw material regions, where they can quickly increase the capital. The IBRD and EBRD are the largest creditors of the Russian fuel and energy complex. Without serious investments, the exploration industry may stagnate for a long time.

Modern economic science: in search of new ideas

The paradigm shift has its own peculiarities in different sciences. The fundamental difference between the social sciences is that contradictions here arise not only as a result of more and more profound comprehension of the object under study, but primarily on the basis of qualitative changes in the object itself - society, its forms and structures, conditions of vital activity and functions. A common feature of new theoretical paradigms is that they do not discard previous knowledge, but integrate it. The paradigm shift is associated, as a rule, not only with the development of a different system of ideas and ideas, but also with the formation of a qualitatively new type or style of thinking itself, updating the methodology and conceptual apparatus of science. The recognition of the important ideological role of economic theory has often led to the identification of basic theoretical schemes with ideological doctrines. Such an identification is not accidental; a picture of economic reality can act in this role, but it greatly simplifies the nature of the relationship between ideology and science. Different economic theories simply reflect different aspects of the same reality. A new paradigm of economic theory cannot be created artificially, “composed. The way to a new paradigm lies through a theoretical generalization of historical experience and radical changes taking place in the world.
