The importance of the mining industry in the creation of the material and technical base of communism is truly enormous. It is enough to refer to the detailed enumeration of the elements of the material and technical base of communism, which gives the Program of the CPSU, to be convinced of the justice of what has been said.

The Program of the CPSU, adopted by the XXII Congress of the Party, emphasizes the need for the full use of commodity-money relations in the construction of communism, the skillful application of such important instruments of economic development as economic calculation, money, price, etc. “It is necessary to constantly improve the price system, bringing it in line with the tasks of communist construction, with technical progress, the growth of production and consumption, the reduction of production costs, - says the CPSU Program, - Prices should increasingly reflect the socially necessary costs of labor, provide compensation for the costs of production and circulation and a certain profit for each normally operating enterprise.”

The steady increase in labor productivity is always and especially in the period of gradual transition from socialism to communism is the first concern of the Communist Party of the Soviet Union. At the expense of the growth of labor productivity the main increase in industrial output, the entire increase in agricultural output, and the constant growth of the material and cultural needs of society are ensured.

The most important condition for building a communist society is the creative and purposeful activity of the masses of people, led by the Marxist-Leninist Party.V. I. Lenin repeatedly pointed to the increasing role of the masses in the construction of communism: as the historical creativity of the people expands and deepens, the size of that mass of the population which is a conscious historical worker must also increase. “Only he will win and retain power who believes in the people, who plunges into the spring of living popular creativity."

The growth of industrial production, the increase in labor productivity are being carried out in our country on the basis of the program of scientific and technological progress put forward by the Communist Party. The struggle for increasing labor productivity, for technical progress has become a national cause in our country. The scale of the movement for technical progress and its effectiveness can be seen from the experience of the staff of the Severonickel Combine.

The whole history of building socialism in the USSR convincingly confirms the words of V. I. Lenin that only with the socialist revolution begins a rapid, really mass, with the participation of the majority of the population, and then the entire population, movement forward in all areas of social and personal life.В. I. Lenin discovered socialist competition as a new factor of economic development inherent in the socialist system, as a form of mass involvement of workers in the state, economic and cultural construction, as a powerful means of raising the labor activity of the people. He regarded the organization of socialist competition as one of the most important tasks of socialist reorganization of society.

Our country has embarked on the path of unfolded construction of communist society. Every day brings more and more new victories in the great creative labor of the Soviet people. The Program of the CPSU adopted by the XXII Congress defined the main tasks of communist construction in our country, theoretically substantiated the practical ways of transition from socialism to communism. The main content of the transformations to be carried out during the period of transition to communism is the creation of the material and technical basis of communism, the formation of communist social relations and the upbringing of a new man.

In the period of the unfolded construction of communism on the basis of technical progress and growth in the productivity of social labor creates an objective possibility of reducing working time and, consequently, increasing the free time of workers. At the same time, the tasks of further progress in production, education of a comprehensively developed person, transition to public self-government make the increase of free time objectively necessary. This determines the urgency of the problem of free time.

The XXII Congress of the Communist Party of the Soviet Union, which set the majestic task of building a communist society within twenty years, went down in history as a congress that raised the banner of humanism high. The new Party Program adopted by it convincingly revealed before all mankind the inseparability of peace and communism. “To destroy wars, to establish eternal peace on earth,” it says, ”is the historical mission of communism."

The formation of the world system of socialism and its transformation into a decisive factor in the development of human society is the main distinguishing feature of the modern era. The commonwealth of countries forming the world system of socialism is based on the unity of the social and economic system, the commonality of interests and goals in the construction of communism. This determines a completely new nature of economic and political relations between the countries, which are based on the principles of proletarian internationalism and are characterized by full equality, respect for independence and sovereignty, cooperation and fraternal mutual assistance.

The German Democratic Republic is an integral part of the world system of socialism and actively participates in the international socialist division of labor. The interstate division of labor, being the most important economic regularity of the development of the world socialist system, is becoming more and more important in accelerating the rate of expanded socialist reproduction and harbors inexhaustible possibilities for the flourishing of each socialist country and the world socialist commonwealth as a whole.

At present, humanity has reached a stage where the question of the final collapse of colonialism is on the agenda. The process of revival of the peoples of the East has begun, opening up remarkable prospects for the further rise of all modern civilization. Old Africa is becoming a thing of the past. The deepest rear of imperialism is being destroyed. The program of the CPSU emphasizes the entry onto the world stage of a new detachment of the international proletariat - the young workers' movement of the liberated, dependent and colonial countries of Asia, Africa and Latin America.

The conquest of economic independence is the main task of the peoples who have thrown off the chains of colonialism. It is impossible to achieve true national independence without a decisive struggle against imperialism, which “... remains the main enemy and the main obstacle to the solution of the national tasks facing the young sovereign states and all dependent countries.” The decisive uprooting of the economic roots of imperialist domination is of paramount importance for the liberated countries. Therefore, the question of nationalization of foreign monopolies acquires for these countries a special acuteness. This article deals with the nationalization of foreign capital in the underdeveloped countries of Southeast Asia.

The Program of the Communist Party of the Soviet Union, adopted by the XXII Congress, provides for a new progress of Soviet science and outlines the main tasks facing the various fields of theoretical knowledge. Referring to the tasks of philosophy, the Program of the CPSU points out: “In the age of rapid development of science, the development of philosophical problems of modern natural science on the basis of dialectical materialism as the only scientific method of cognition acquires even greater urgency.
