Abstract
The purpose of the work is to develop the principles of oil spill response (OSR) system design to prevent oil spills in the areas of special significance during design spills (using the example of the Molikpaq offshore oil production platform of the Piltun-Astokhskoye field on the continental shelf of Sakhalin Island). The oil spill prevention and response system is suggested to be based on the risk criteria with due consideration of parameters of the spill source, its location with reference to the facilities to be protected, economic feasibility and rational approach to implementation of OSR measures. In the course of the research the sources of oil spills were determined and response levels were established on the basis of quantitative risk assessment (QRA); recommendations on justification of sufficiency of OSR forces and means were given, the criterion of evaluation of efficiency of the system operation was proposed.
