Abstract
Russia possesses great mineral reserves and is one of the world leaders in mineral production. Mineral resources are public property and their utilization determines the development of national economy as a whole. Expedient use of mineral resources is the most important goal of state regulation in conditions of current economic and political situation in the Russian Federation. The state system of subsoil usage regulation consists of creating legal basis in this sphere and control over its implementation carried out by respective administrative authorities.
