Abstract
The article depicts modern society demands from today's high tech specialist mobility and creative self-development. Liberal arts are facing the problem of development of these abilities. This creates a necessity in innovation processes for development and introduction of new humanitarian disciplines in technical colleges. Becoming part of European higher education space assumes familiarization with foreign liberal arts, in particular, world experience in rhetoric study. That's why modern technical college needs a course of foreign rhetoric with practice.
