The main problems of the state cadastre of real estate information management with related departments. Identified and described shortcomings of land management and the possible cause.
In the article engineering-geological factors that is used now in cadastral estimation of the settlements earths are analized. The influence exerted by the zone of geodynamically active fractures on communications and real estate is investigated. The conclusion is drawn about the necessity of account of the given factor at a cadastral estimation of the settlements earths.
Now in municipal unions accomplishment questions are solving inefficiently, therefore there is a necessity for application of GIS, which will give the chance to distribute rationally financial assets on maintenance of an accomplishment objects condition. In article experience of division into districts of municipal union by condition of an accomplishment objects is considered. Clustering is used as a way of complex estimation of accomplishment objects condition. By results of clustering thematic map of division into districts is created. The analysis of re ceived results is carried out.
The method of mapping a lot of price factors zoning on basis of the decision-making theory by ranking quarters.
The zoning of urban areas is the basis of the taxation system. The constant development of cities leads to changes in the factors reflecting the conditions of exploitation of territories. This causes the need to promptly change the existing zoning scheme. Reasonable and prompt changes are possible only on the basis of geographic information systems. During zoning, influencing factors are converted into graphical objects of GIS-project layers. In the GIS-project layers-factors are superimposed on each other, taking into account the sign of influence. As a result, zones are obtained that have similar total coefficients. If the boundaries of the obtained zones do not coincide with the boundaries of the existing zones, it is recommended to change the existing boundaries taking into account the new conditions. The proposed technology is tested on the example of zoning the territory of Frunzensky district of St. Petersburg. The above approach makes it possible to promptly adjust not only the zoning scheme, but also to reasonably change the taxation rates, which will lead to an increase in the efficiency of the use of the city territory.
In the new economic conditions, the problem of assessing the environmental condition of the territory of St. Petersburg is very urgent. The solution of this problem is associated with the need for collection and joint processing of different types of information. Collection, storage, processing and presentation of data can be performed most effectively with the help of geo-information systems (GIS). The geographic information system will form a GIS-project, which creates digital maps of the territory, reflecting the current state of the ecosystem on various factors. Processing of the collected information is proposed to carry out by means of geospatial analysis.
A brief account of the main directions of research and engineering activities of the Department of Engineering Geodesy is given. The development of scientifically justified methods of complex research of three-dimensional deformations of tower-shaped structures and architectural monuments of Staraya Russa is continued. New formulas for calculating slope for cramped conditions were introduced. An analytical method for the processing of paired photographs for applied photography has been developed. Principles of coordinate-measurement systems application were developed. Methodological provisions for cadastral mapping using modern electronic geodetic instruments were developed for the cadastral evaluation of land and real estate of the Ministry of Education of the Russian Federation. A new methodology for accuracy assessment based on tensor analysis and application of vector error theory was developed. Research in the field of mining geomechanics was continued: a three-dimensional computer model of rock mass along the oil pipeline route was created.
