The problems of public-private partnership (PPP) in the subsurface are considered. There are identified problems of PPP development in field of subsoil use in different regions of Russia. It is proposed to use the methodological approaches to solving problems identified by the concentration of efforts and resources within the compact areas – mineral centers of economic development (CED).

Perspectives of the development of PPP in the subsoil: geological exploration of mineral resources, reproduction and use of mineral resources in many regions are analised. In the article the issues connected with the accession to the WTO in Russia are considered. It is noted that the role of the government in the markets of the countries acceding to the WTO reduces (in compliance with all agreements relating to fair competition) while the role of independent and state regulators on behalf of certification bodies increases. Russia has a large mineral resource base. Proven reserves and resources are estimated very high. There was a drastic reduction of geological investigations and explorations in last 15 years. The main reason of this was a lack of investments. Production volumes of many minerals have not been renewed with researches and exploration for a long time. In this article the sources of investment, measures of state support including legislative, tax policy are under consideration. It will help to develop a mechanism inciting companies investment activity for prospecting and exploration of mineral deposits.
The problems of the state of the mineral and raw materials complex of Russia are considered. Since 1992 the volumes of mineral raw materials extraction have not been replenished by the growth of explored reserves. The organizing and regulating role of the state is to create conditions for maintaining a balanced structure of the mineral resource base, to eliminate the gap between the volume of production and reserve growth, to attract investment in geological exploration.
