Regulation of mineral raw materials utilization at the territorial level
Abstract
In connection with the reorientation of the national economy to a market economy, changes in the ownership of subsurface resources and the order of their use, as well as the redistribution of the management function between federal and local authorities, the need to develop new approaches to the geological and economic assessment of territorial combinations of mineral and raw material resources has arisen. Under the conditions of centralized economy and sectoral management there was an order of free obtaining of explored mineral reserves as much as possible in large quantities and only of high quality. Only the best deposits were brought into exploitation, and the objects located nearby with ordinary or poor ores were not taken into account.
