Abstract

Relevance of studying the formation and development of the institute of administrative justice in Russia is associated with the problems of direct action of constitutional norms relating to administrative legal proceedings. A brief historical overview of the stages of development of this institute is given. The need for clear regulation of legal relations in the field of administrative justice is shown. Administrative justice can function effectively only if there is a sufficiently developed legal system. The formation of Russia's legal system also requires the creation of bodies of administrative legal proceedings. Currently, the bill "On Administrative Courts in the Russian Federation" is being widely discussed.
