The prospect of perfection of economic-legal forms and methods in subsoil use is considered. The author suggests to consider the use of the administrative contract, which can be symbiosis of both private and public law, as one of mechanisms of mentioned perfection. Working out of such mechanism is an actual problem and demands consideration of conceptual bases of the decision of the developed problem.

The rotational method is a non-traditional way of organizing production, and until now there is a discussion about the economic feasibility of such a specific labor regime, especially for the enterprises of the mining complex in Russia. Administrative justice can function effectively only if there is a sufficiently developed legal system. The formation of Russia's legal system also requires the creation of bodies of administrative legal proceedings. Currently, the bill "On Administrative Courts in the Russian Federation" is being widely discussed.
