Prospects of developing coal energy supply of thermal power station on competitive base in Russia

The competition among power generators on the market of fuel and power resources is one of the main reasons for increasing energy supply efficiency of TPS. However there are some specific features of coalfired power industry limiting the possibilities of increasing such efficiency in Russia. The paper is devoted to the analyses of further prospects for developing of coal energy supply of TPS on competitive base. The problems of coal market monopolization and alternative ways of coal energy supply of TPS in Russia are considered in the article. Some ways of using new technologies for coal conversion to decrease expenditures of TPS in Russia are analyzed.

The tendencies of competitive trade development on the coal market

On the different stages of development organized sectorial markets form some infrastructure allowing to make such transactions as production, work and service sale and purchasing more efficient. Stock exchange companies, electronic trading facilities and some other institutes, performing functions of competitive trade arrangement, are the main subjects of this infrastructure. The issues connected with the world coal trade practice on the base of the competitive principals are considered in the paper. Some ways of selling fuel and energy complex production are emphasized. Coal sale with policy tool of competitive trade implementation is one of them. The scheme of arranging purchasing with the help of electronic trading facilities is presented. The data of coal trade volume on the Russian electronic trade facilities are given.

Organizing mechanism for supplying free (rational) coal in Russia

The key ways of state supporting measures for coal industry reconstruction are considered in the paper. The supporting system of free (rational) coal for receiving aid workers household needs employed at closing up mines and open-pit mines is analyzed. The data characterizing fi- nancial amount of state supporting, the number of auctions for rational coal delivery as well as rate dynamics for rational coal distribution are given. The organizing scheme of cooperating elements of rational coal supporting system in Russia is proposed.

The perspectives of competitive trade forms development of fuel-energy resources

The system of long-term contracts having some advantages is traditionally used for selling most types of mineral resources such as coal, oil, gas, etc. The negotiation mechanism with a chosen subject is usually applied to make a long-term contract. But also there are some other competitive ways to make a contract such as making enquiries, tenders, auctions, exchange auctions. Lately the markets of  short-term contracts have been  developing for  selling mineral production, e.g. so called spot gas or metal markets. The article is devoted to considering some trends of fuel- energy resources selling with Seller-manufacturer participating in different procedures of competitive trade.

Tenders and auctions are applied in many spheres of industry to make an optimal choice from many supplies. Procedures of tenders and auctions must be exactly determined for getting more effective result. Nowadays tenders and auctions procedure organization is one of the most important problems and the Government of Russian Federation does its best to solve this problem. The article describes peculiarities of tender and auction procedures in the mining industry.
