Abstract
This paper justifies advisability of marine oil and gas field development, which is envisaged by the Russian Energy Strategy up to the Year 2020. The Sakhalin Shelf of the Okhotsk Sea is proved to be one of the most promising regions to develop. The marine raw-material base of Sakhalin is described. Results of analyzing engineering development of marine deposits are given. Results of economic assessment of already discovered oil and gas fields are stated.
