Abstract
The purpose of this research is to determine environmental and economic efficiency of the heat supply system reconstruction program in a number of administrative districts of St. Petersburg and to determine possible ways of their implementation with provision to the Kyoto Protocol requirements. The paper considers general problems of ecological and economic efficiency and reliability in formation and development of the regional heat-and-power market. Assessment of possible ways to implement these programmes with provision to the Kyoto Protocol requirements has been carried out basing on the results of this analysis.
