Abstract

Russia is increasingly faced with risk to becoming a raw materials appendage of the «golden billion». Commodity sector remains the leading production capacity in the country and require considerable upgrading and retooling.This article presents a complex approach as a tool to the development and modernization of the natural resources base of the country.
