For rural settlements in Russia today is characterized by poor living conditions, their ac- complishment should be engaged in local government. However, the system of land registration at the municipality does not perform all assigned to municipal functions. We develop a system of indicators of land records, which is implemented using MS Access.
Cadastral valuation of lands held at the state level for all categories of land, but its results are irrelevant for the solution of management tasks by local authorities in rural areas. Some examples of model land evaluation of rural settlements at the level of the municipality using the expert method, the rank correlation test and K-Link-Welles, and add MS Excel «Search solutions».
In given article certification of objects of an accomplishment is considered by the example of Municipal formation № 7. During research the list of objects of an accomplishment and the order of gathering of the information on them have been determined, the technique of the account of objects of an accomplishment is developed and the program on formation of a database of passports of domestic territories is organized. As a result of work of the program the statistical information on the objects of an accomplishment located in territory of Municipal formation № 7 has been received. Objects of an accomplishment have been incorporated into groups, and the analysis of security by them of separate quarters of territory of district therefore it has been revealed is made, that quarter with conditional number 12 is provided with objects of an accomplishment worse others.
