The problem of formation and management of the mining complexes presented as group of the different and branch productions, allowing more stoutly to use natural resources is considered. The settlement and methodical basis of planning of formation of a complex is stated. The principles of a method of calculation of capacities of the enterprises entering into a complex are given.
For the majority of the mining enterprises stable economic growth, building of a regional gross product possibly only on an innovative basis under condition of active use of modern scientific and technical achievements, and also ability to formation and realization of own innovative potential. Process of start of an innovation will be carried out when the current prize from it exceeds its price and realization allows to reduce uncertainty in the course of enterprise activity. The mathematical methods which have extended in mountain branch will find application in models of option pricing at an assessment of assets of mining company, and also the corporate companies having raw assets. One of the possible directions of initiation and development of innovative activity at the mountain enterprises is connected with application at all development stages of fields of nonpolluting technologies of production providing preliminary additional exploration of fields, control of quality and quantitative indices, preservation of structure of production, creation of reserves supporting competitiveness of the enterprise and influencing final indicators of production.

Possibility of formation of a mining complex arises on the basis of advanced industrial production, in the conditions of growing technical progress, in the presence of sufficient financial assets as only in these conditions it is possible to solve most full a problem of maintenance of manufacture without waste by means of the closed production cycle including system of the industrial and production and serving enterprises, system of effective preservation of the environment, on the basis of introduction of modern methods of the organization and management, planning and the manufacture account. The sustainable development of the mining enterprises is in a greater degree predetermined by interrelation between the enterprises entering into a mining complex. At the same time, the concrete maintenance of the economic relations, which influence is still insufficiently full opened on, all system of the enterprises would transform them into a uniform complex.
Recently the development of competition and intensive demonopolization have become typical features of the new economic course in the Russian Federation. However at the same time in the main the large-scale industrial works, being the basic resource for the majority of Russian cities, are typical of the mining industry. It is the formation of the mining-industrial complexes that permits more precisely and appropriately to use the raw resources of the worked deposit, to increase the efficiency of production, to convert the waste products of the basic production into the commodity output, and to decrease the cost price of the protecting environment measures. Lately while evaluating the activity of the industrial works, the majority of economists use the conception of «the Sustainable Development», or «the Stability». The sustainable development of the mineral and raw materials enterprises is of the utmost importance nowadays as it may influence the social-economical development of the whole country. With the various level of influence on every enterprise of the equal level of external influence, the evaluation of the stability of the enterprises group in the mining-industrial complex is the urgent problem for the industrial works of the complex.
The steady growth of the mining industry calls forth the character of its activities connected with the dependence of the work on the natural conditions which are practically unpredictable and constantly changeable. The two basic factors are chosen – the technology of the mining work and the organization of the industry, which have the decisive importance in the increasing of the basic indices of the activity of the enterprise. The possible technological and organizational solutions are offered as they permit to find possible directions in the lowering of the negative influence of the appearing problems.
Nowadays the problems of the stable growth of mineral and source of raw materials and fuel and energy complex industries are attached great importance to, since it influences the country social-economic condition. In its turn the development of the mining industry requires opening up new lands, which are especially vulnerable to different kinds of anthropogenous and technogenous factors. The changes in the state of economic system have excluded the lowering expenditure by the economy of the production scale. The typical features of a new economy became the progress of free competition and intensive demonopolization. At the same time for the mining industry it is significant that large-scale enterprises should be the foundation of many cities economies of the Russian Federation. For the way out of a system crisis it is necessary to change the strategy – to alter not only the condition of the system, but its management. The formation of the mining complexes permits to use sources of raw materials of the exploited deposits in the proper way, to process waste products of the basic production into the commodity output, to raise the efficiency and cut costs of the preservation of the environment measures from concentration waste products, exhaust solutions, gases, warm water harmful influence on the environment. The practical use of the production waste products of the mining complexes is unprofitable and makes sense only because of its opportunity partially compensating the aggregate investments for the preservation of the environment. Sustainable development of mining companies is determined by the multipurpose use of mineral resources. Multipurpose use of natural resources allows to increase production efficiency, develop minerals in the most rational way and ensure full utilization of labor resources. At the same time, the problem of utilization of mining waste is solved, which helps to preserve the environment. The solution of these problems for mining companies is possible only in conditions of their full technological, entrepreneurial and economic independence.
