Efficient Production of coal faces and safety of coal mining in relation to gas content while mining the highly gas-bearing coal seams shall be provided by using the highly efficient drain-age and clearing means of the coalmine methane emission sources. In order to provide efficient basis for decision making and validating of technical solutions while designing the coalmine drainage systems there have been developed the Technical Regulations for Methane Extraction and Recovery under conditions of active highly gas-bearing seam mining. These Technical Regulations were successfully tested in course of process design of the coalmine methane drain- age systems for Kirov and Kotinskaya Mines owned by SUEK-Kuzbass.
Intensification and concentration of the mining works increases substantially the risk of geo- and gasdynamic effects arising within the coal mines. Herewith are presented the results of the analytic and experimental studies on stress-strain state of rock mass due to technogenic impact. Under such conditions a potential avalanche destruction of coal rock mass may occur. Some criteria for evaluation of gas-dynamic danger for rock mass, for active stopes and development faces are given. The computer-aided system for monitoring of hazard of gas- and geodynamic phenomena in mines is suggested.
The article deals with the issue of system development of scientific and technical support of supervisory bodies' activities aimed at preventing accidents and rational use of mining wealth. The author puts forward the idea of creating scientific and technical councils at the Engineering Supervision of Russia, which will combine the functions of mining inspection, management of mining enterprises, academic and professional science, association of mining and expert bodies.
