Выполнен анализ состояния законодательства по земле и рынку земли, который на данный период времени достаточно нестабилен и требует значительных изменений в управлении. При изучении структуры сделок и операций с земельными участками была произведена структуризация земельного рынка на три сегмента, различающихся объектами купли-продажи и мотивами поведения покупателей и продавцов. Также в работе были выделены существенные недостатки земельного рынка и предложен вариант более эффективного его функционирования, при этом были разработаны условия, необходимые для этапа подготовки к формированию земельного рынка.

The analysis of the state of land legislation and the land market, which at this period of time is quite unstable and requires significant changes in management, was carried out. While studying the structure of transactions and operations with land plots, the land market was structured into three segments, differing by the objects of purchase and sale and the motives of buyers and sellers. Also, the work highlighted the significant shortcomings of the land market and proposed a variant of its more effective functioning, and the conditions necessary for the preparation stage of the land market were developed.
