Актуальность проблемы комплексного использования недр обусловлена качеством минерально-сырьевой базы, а также истощением наиболее рентабельных запасов. Объективная потребность в разработке не только основных, но и совместно залегающих полезных ископаемых вступает в противоречие как с действующей системой государственного регулирования недропользования, в частности с нормами, определяющими порядок предоставления прав пользования недрами, так и с интересами недропользователей, определяющимися конъюнктурой рынка минеральных ресурсов и сырья. Поэтому обеспечение полноты и комплексного освоения минеральных ресурсов недр видится в применении как нормативных, так и стимулирующих инструментов, разработку и совершенствование которых должно взять на себя государство как собственник недр. Рассмотрено несколько схем, позволяющих реализовать принцип комплексного освоения при условии применения государством адекватных мер стимулирования рационального недропользования.
