Проведен подробный статистический анализ развития промышленности в РФ. Рассмотрены основные проблемы, сдерживающие развитие добывающей промышленности России и переход ее на инновационный путь развития. Рассмотрены взгляды научного сообщества на фискальную политику. Выявлены скрытые факторы экономического торможения развития стран («ресурсное проклятие»). Предложены рекомендации по развитию добывающего сектора в среднесрочной перспективе.

The article gives a detailed statistical analysis of the development of industry in Russia. The main problems hindering the development of the mining industry in Russia and its transition to innovative development. The different views of the scientific community on fiscal policy. The hidden factors of economic braking of development of the countries inherent «a resource damnation». Recommendations for the development of the sector in the medium term.
