В политическом докладе ХХVII съезду КПСС указывалось, что суть рекон­струкции народного хозяйства на основе научно-технического прогресса со­стоит прежде всего в изменении структурной и инвестиционной политики.

The political report to the XXVII Congress of the CPSU indicated that the essence of the reconstruction of the national economy on the basis of scientific and technological progress consists primarily in changing the structural and investment policy.
