Creation of interregional management system in the russian Arctic

The article describes the principles and methods of interregional economic management of the Arctic regions that are part of the Arctic zone of the Russian Federation (Russian Arctic). To achieve the goals set by the Development Strategy for the Russian Arctic till 2020, it is necessary to solve a set of tasks related to: substantiating structural changes in the economy of the Arctic regions and determining the content of the corresponding management methods at the federal, regional and municipal levels; creation of partnerships between businesses and government; creation of an effective regional resources management inter-sectoral system. As a methodology for organizing this process, the authors propose the idea of creating regional management systems based on the use of quality management standards. The introduction of international quality standards to the practice of interregional integration requires the reform of organizational management structures based on system and network principles. This process is multidimensional in nature and includes a whole range of interrelated activities aimed at significant changes in the regional economy management structures based on international management systems quality standards, process approach and information technologies. This meets the requirements of regional integration in solving common problems characteristic of these regions. In addition, such integration allows attracting investments, developing information and communication technologies, enhancing innovation, developing partnerships and achieving synergistic effects at the operational, tactical and strategic levels.
